Description
The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation for the accomplishment of two Moored Training Ships (MTS) SAM RAYBURN (MTS 635) and DANIEL WEBSTER (MTS 626) inactivation and defueling beginning in 2020 and 2022, respectively. The accomplishment includes nuclear and non-nuclear inactivation work and preparation for towing. Planning efforts during 2018/19 and 2021/22 will be included in these requirements. The procurement includes advance planning, documentation, engineering, procurement, ship checks, personnel training, and shipyard work necessary to prepare, make ready for and accomplish the inactivation and defueling of MTS SAM RAYBURN (MTS 635) and DANIEL WEBSTER (MTS 626). The product of this procurement is an inactive, defueled vessel that has been prepared for tow to the final disposition facility at Puget Sound Naval Shipyard and Intermediate Maintenance Facility. It is anticipated that this will be a non-competitive procurement awarded to Huntington Ingalls Industries - Newport News Shipbuilding (HII-NNS), the only nuclear-qualified contractor with existing defueling capability, located at 4101 Washington Avenue, Newport News, VA 23607. The contract will be issued pursuant to 10 USC 2304©(1), only one or a limited number of responsible sources and no other types of supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. All responsible sources believe to possess the capability to perform the Government requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Firms interested in subcontracting opportunities should contact HII-NNS directly. The shipyard execution of the SAM RAYBURN (MTS 635) Inactivation is projected to start 19 October 2020 and is scheduled for 12 months. The shipyard execution of the DANIEL WEBSTER (MTS 626) Inactivation is projected to start 14 November 2022 and is scheduled for 12 months. The place of performance will be Newport News, Virginia. The solicitation will be issued in FY18 with a tentative date for receipt of the proposal within sixty (60) days of issuance of the solicitation.
