Description
Contracting Office Address Department of the Air Force, Air Force Materiel Command (AFMC), Air Force Life Cycle Management Center (AFLCMC)/EBDK, 314 W. Choctawhatchee Ave., Building 40, Eglin AFB, FL 32542. Description Notice of Contract Action (NOCA) - The Direct Attack Division (AFLCMC/EBD) intends to negotiate and award a sole source contract to Raytheon Missile Systems (RMS), 1151 E. Hermans Road, Tucson AZ 85756 for 1) Operational Safety Suitability and Effectiveness (OSS&E) certification and logistics support for the Enhanced Paveway II (GBU-49) weapon system that will result in certification of the weapon and an initial production quantity, currently estimated at 400 GBU-49 weapons, with associated support to field the weapon system on the F-35A aircraft; and 2) Follow-on production and support contract(s) necessary to procure and sustain a total inventory of 1200 GBU-49 weapons. It is anticipated that the contract will be awarded in the 4th quarter of FY17. The initial delivery of 400 GBU-49 weapons will be no later than December 2017. Follow on deliveries will be June 2018. This effort will be awarded on a sole source basis to RMS under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Raytheon Missile Systems is the sole designer, developer, and manufacturer of the GBU-49, and is the only firm that possesses the necessary knowledge, experience, and technical data required to provide this interim capability within the Air Force's time frame without causing an unacceptable delay in meeting the needs of the war-fighter. The small business size standard associated with NAICS 332993 (Ammunition, except Small Arms, manufacturing) is 1500 employees. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This NOCA neither constitutes a Request for Proposal (RFP) or Invitation for Bid (IFB), nor does it restrict the Government to any specific acquisition approach. This NOCA is for information and planning purposes only and is not to be construed as a commitment to a contract by the Government. An Ombudsman has been appointed to hear concerns from offerors or potential offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting point of contact identified above. Interested sources must respond in writing with clear and convincing evidence to support their ability to provide the required supplies/services within five (5) business days of this publication. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government.
