Description
The Norfolk District, Army Corps of Engineers is contemplating a Firm Fixed Price, Construction contract, for Defense Logistics Agency Building 31F Breezeway Operations Center Richmond, Virginia. Scope: The purpose of this project is to Renovate the existing Bay F portion of Warehouse Building 31. Construction provisions shall include demolition and construction of a covered passageway to take DLA personnel from the Parking Lot to the north of Building 31 to functions located to the south side of Building 31. Description of Work: Provide labor, material, and equipment to perform the following: 1. Deconstruction of three rooms. Work includes but is not limited to demolition and removal of brick interior and exterior wall, removal of existing doors, existing partition, interior finishes, and wall louver and accessories. Demolition also includes removal of light fixtures, conduits, and conductors. 2. Provide a full height full width glass partition wall. 3. Provide opening with doors for pathway from new operations center into existing conference center. 4. Provide partial height walls to separate breezeway interior space (walkway from seating). 5. Provide new flooring. 6. Provide lighting with dual sensors, and electronic display sign. 7. Provide electrical to support mechanical, fire alarm, mass notification systems, door motors, and lighting. 8. Provide fire alarm and mass notification system. 9. Provide exhaust fan and infrared heaters. The contracting officer will award a firm fixed price contract to the lowest priced, technically acceptable offeror, whose proposal conforms to the solicitation and is fair and reasonable. In addition, the awardee must be found responsible in accordance with FAR 9.1. The magnitude of construction is between $250,000 and $500,000. The NAICS code applicable to this requirement is 236220, with a small business size standard of $36.5 million. The proposed action will be an Competitive Section 8(a). Proposals shall include sufficient detailed information to allow complete evaluation. The Government reserves the right to reject any and all offers. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the Offeror. The solicitation will be available in electronic format only. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored. This solicitation will be posted on the Federal Business Opportunities website at http://www.fbo.gov on/about August 4, 2017. The proposal due date shall be at least 30 days after the RFP is posted on the FBO website. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR CHANGES.
