Description
* This is a Competitive Unrestricted Invitation for BID (IFB) solicitation* THIS PROCUREMENT IS a Competitive Unrestricted Invitation for BID (IFB) solicitation. The U.S. Army Corps of Engineers, Norfolk District (NAO) seeks to establish a Firm Fixed Priced, ‘C' contract for replacing Boilers/Install New Natural Gas Line project at DLA/DSCR, Richmond, VA. The project will be solicited as an Invitation for Bid as a competitive unrestricted procurement. Description of Work: The scope of work for this project to provide installation of Natural Gas Mains and several new Boilers projects at DLA / DSCR, Richmond VA. The required work for this contract is shown and presented in three (3) separate CLINs, each consisting of drawings and technical specifications. Since the work will be completed under one contract, the General Division 01, DLA Gas Line and Replace Boilers in Buildings, will be set up as a separate CLINs to avoid duplication of Division 1 costs in the contract. The Government intends to award a firm fixed price contract using INVITATION FOR BID WITH PRE-AWARD SURVEY and procedures outlined in FAR 36 and FAR 14. Preaward survey will determine contractors' responsibility in accordance with FAR 9.104 and 9.106. Bidders will be evaluated on both pre-award survey and conformance to the solicitation and price. The Government reserves the right to reject any or all Bids; and to award the contract to other than the lowest total price and to award to the bidder submitting the lowest bid determined by the Government to be responsible. The contract duration is 270 calendar days to account for mobilization, submittals, materials, work, admin, and closeout. The magnitude of construction is between $1,000,000.00 and $5,000,000.00. The NAICS code applicable to this requirement is 237120, Oil and Gas Pipeline and Related Structures Construction. Small Business Size Standard: $ 36,500,000.00 Proposals shall include sufficient detailed information to allow complete evaluation. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the Offeror. The solicitation will be available in electronic format only. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored. This solicitation will be posted on the Federal Business Opportunities website at http://www.fbo.gov on/about August 10, 2017. The bid due date shall be at least 30 days after the IFB is posted on the FBO website. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR CHANGES.
