Description
REQUEST FOR INFORMATION 1.0 Description 1.1 THIS REQUEST FOR INFORMATION (RFI) ONLY. This RFI is intended to assist the Marine Corps in gaining knowledge as to the availability and developmental status of Comprehensive Active Protection Systems (APS). The systems of interest will be comprehensive in their response capability with the ability to detect and track incoming kinetic energy rounds and determine the optimal response between automated return fire to the point of origin, soft kill through disruption of the guidance system or hard kill intercept of the round. Based on the scenario under which each APS countermeasure is deployed, different responses may be optimal. Considerations for countermeasure selection may include, at a minimum, collateral damage risks to surrounding dismounts and civilians, susceptibility of the incoming round to guidance interference, timing and spatial specifics of the threat launch and subsequent detection, and inherent vehicle protection at the projected impact point. 2.0 Responses 2.1 Interested parties are requested to respond to this RFI with a white paper. 2.2 The submission shall be limited to 15 pages in length. 2.3 Submission of proprietary and other sensitive information shall be marked and identified with disposition instructions (submitted material will not be returned). 2.4 The responses shall include, but not be limited to: (a) A one page summary of the respondent's experience with active protection system technology, (b) A detailed description of the respondent's detection and cueing system technology, (c) A detailed description of the respondent's system's response options and decision making methodology, (d) A summary of tests conducted to date with all associated results, (e) Integration burdens of the system as installed on a ground vehicle and operational limitations expected, and (f) Cost and schedule assessments leading to the earliest possible demonstration and deployment of the system. (g) A description of the respondent's expectations for data rights sharing/withholding management. 2.5 Complete responses are requested no later than 1500 Eastern 8 August 2017. Responses shall be submitted in Microsoft Office compatible format or searchable (non-scanned) PDF compatible format to the Contracting Officer, carl.bradshaw@usmc.mil and Contract Specialist, morgan.brady@usmc.mil. 3.0 Questions Questions regarding this announcement shall be submitted only in written format by e-mail to the Contracting Officer, carl.bradshaw@usmc.mil and Contract Specialist, morgan.brady@usmc.mil. Verbal questions will NOT be accepted. Questions shall NOT contain proprietary or classified information. 4.0 Summary THIS IS AN RFI ONLY to identify sources that can deliver the information provided above. The information provided in the RFI is subject to change and is not binding on the USG. The USG has not made a commitment to procure any of the items discussed and the release of this RFI should not be construed as a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become USG property and will not be returned. If you choose to submit proprietary information, please mark it accordingly. Classified information will NOT be accepted. Please verify that all submissions contain only UNCLASSIFIED material, according to the applicable Security Classification Guide (SCG). The Government will review the submitted responses and may schedule further discussions with submitting parties, who will be individually contacted.
