Description
The U.S. Fish and Wildlife Service, Northeast Region 5, is issuing a Request for Proposals (RFP) for Bicycle Trail Improvements (Phase 2) at the Eastern Shore of Virginia National Wildlife Refuge located in Cape Charles (Northampton Co.), Virginia. The work under this project consists of supplying all labor, equipment, materials, and supplies necessary to construct new bicycle trail and all appurtenant and incidental features as shown on the attached plans and specifications. This project is for the construction of a portion of the Southern Tip Bike & Hike Trail, which runs parallel to the approach of the Chesapeake Bay Bridge-Tunnel. This trail connects the Eastern Shore of Virginia NWR with Kiptopeke State Park. The estimated magnitude for this project is between $500,000. and $1,000,000. This procurement is set aside for small business. The NAICS code is 237990, with a small business size standard of $36.5 million. In order to be eligible for award, interested firms must be registered at the System for Award Management (SAM online at www.sam.gov). All responsible sources may submit a proposal which shall be considered by the Agency. A Request for Proposal (RFP) including Technical Specifications, drawings and evaluation criteria will be released through www.fbo.gov and www.fedconnect.net on or about August 4, 2017. The period of performance will be three hundred and sixty five days. The anticipated contract type will be Firm Fixed Price. Award will be made based upon Best Value to the Government in accordance with FAR Part 15, and the terms in the solicitation. Evaluation factors will be set forth in Sections L & M of the solicitation. Please check the solicitation for all required documentation to be submitted.
