- UPDATE - 18 July 2017: The Government has posted (to FBO.gov) the formal Pre-Solicitation Notice (IAW FAR 5.204) under HTASC number W900KK-17-R-0014. UPDATE - 06 July 2017: This update is provided to answer the questions received from industry relating to Draft Solicitation, Factor 2, Small Business Participation; see attachment to this Special Notice (HTASC_draftSolicitation_QA_REV1_06Jul17). The Key PALT Milestones posted in the 26 April 2017 update (below) are still accurate. UPDATE - 21 June 2017: This update is provided to answer the questions received from industry regarding the Draft Solicitation; see attachment to this Special Notice (HTASC_draftSolicitation_QA_21Jun17). The Key PALT Milestones posted in the 26 April 2017 update (below) are still accurate. UPDATE - 22 May 2017: This update serves as the DRAFT SOLICITATION for HTASC. Potential offerors (and teammates) are encouraged to provide questions, comments, and suggestions relating to the Draft Solicitation and all attachments. Questions received will be consolidated, answered, and (if deemed valuable information for all interested parties) will be posted at a later date as an update to this Special Notice. The Government will not disclose the identity of the potential offeror (or teammate) asking the questions. Questions, comments, and suggestions ("responses") relating to the Draft Solicitation ARE DUE no later than: Wednesday, 07 JUNE 2017, 08:00AM EDT. Please submit all responses to the following email inbox (the size limitation is 20MB) with email subject as "HTASC Draft Solicitation Response": usarmy.orlando.peo-stri.mbx.htasc@mail.mil Please mark submitted proprietary information/data accordingly. Cover page (or within email, if applicable) of response shall include: Contractor name, address, point of contact information, DUNS, CAGE, and small business information, if applicable (including reference to NAICS 611430). Even if your firm DOES NOT submit a "response" related to the Draft Solicitation, please answer the following question and submit to the email inbox; "responses" should also include an answer to the following question: Do you intend to submit an offer (as the prime contractor) in response to a Final HTASC Solicitation? THIS IS NOT A FORMAL SOLICITATION AND ALL DOCUMENTS PROVIDED BY THE GOVERNMENT ARE DRAFT. The Key PALT milestones provided 26 April 2017 are still accurate. We look forward to hearing from you and thank you for your interest and support of this upcoming acquisition. UPDATE - 26 April 2017: ACC-ORL received and accepted an actionable/finalized Requirements Package in April 2017; Procurement Administrative Lead Time (PALT) also began in April 2017. Key PALT milestones for HTASC: Draft Solicitation expected: May 2017. Final Solicitation expected: September 2017 (Final Solicitation issue date is dependent on Army Senior Services Manager and Army Senior Procurement Executive reviews). Award expected: 3rd Quarter Government Fiscal Year 2018. UPDATE - 16 March 2017: Draft Acquisition Strategy: Single Award, Indefinite Delivery Indefinite Quantity (IDIQ) contract, based off of a Subjective Tradeoff source selection (see FAR 15.101-1 and DoD Source Selection Procedures section 1.3.1, specifically, 1.3.1.3), full and open competition (see FAR 6.1). Small Business participation requirement: 30%. Note - Acquisition Strategy approved locally (final approval pending higher headquarters' review in accordance with regulation and policy). UPDATE - 13 March 2017: Expected Timelines: ACC-ORL receipt of Finalized Requirements Package changed from 2QFY17 (end of January) to 2QFY17 (end of March). Draft Solicitation changed from 2QFY17 (March) to 3QFY17 (April). No change to Final Solicitation: 3QFY17 (June). No change to Customer Target Award: 2QFY18 (March). UPDATE - 19 December 2016: Expected Timelines: ACC-ORL receipt of Finalized Requirements Package changed from 1QFY17 (mid December) to 2QFY17 (end of January). Draft Solicitation changed from 2QFY17 (January) to 2QFY17 (March). Final Solicitation changed from 3QFY17 (May) to 3QFY17 (June). No change to Customer Target Award: 2QFY18 (March). UPDATE - 07 December 2016: A Sources Sought Notice (SSN) has been posted under the HTASC Solicitation reference number W900KK-17-R-0014. This Special Notice will continue to be used for general information relating to HTASC. Customer Target Award changed from 2QFY18 (January) to 2QFY18 (March).
