- Sole Source Justification & Approval Notice of Intent to award a sole source requirement to K9 Guardian, Inc. (1727 Old Forge Road Annville, PA 17003) for portable canine hutches. The K9 Guardian, Inc. K9 Castle has been found to be the safest and most durable commercially available canine hutch that will provide United States Border Patrol (USBP) Tucson Sector K9s with the safety, privacy, and reduced visual stimulation necessary while also maintaining airflow throughout the hutch. Reasons why this sole source requirement has been determined to be brand name only with only one source reasonably available are included in the attached justification and approval. This proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1)(i). This notice of intent is not a request for competitive proposals; however, interested persons may identify their interest and capability to respond to the requirement by Friday, July 28, 2017 at 5:00pm Arizona time. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any vendors who believe they can provide the supplies required and can provide proof of ability to meet the requirements should email their company's capabilities information to the attention of Contract Specialist Benjamin Dorgan by Friday, July 28, 2017 at 5:00pm Arizona time. Only email submissions sent to the following address will be accepted: benjamin.j.dorgan@cbp.dhs.gov. Information submitted should fully support the company's capability to supply the required hutches to meet the requirements of the USBP Tucson Sector canine unit.
