Description
The Army Contracting Command-Aberdeen Proving Ground (ACC-APG) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in, and the resources to support the Administrative Assistant requirement for the Office of the Communications-Electronics Command (CECOM) located at Aberdeen Proving, Ground Maryland. The intention is to procure these services as an 8(a) set-aside. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. RESPPONSES WILL NOT BE RETURNED TO THE RESPONDER. NOT RESPONDING TO THIS NOTICE DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE REQUEST FOR QUOTE (RFQ) OR INVITATION FOR BID (IFB) OR RFP, IF ANY ISSUED. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE). IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMMATION PERTAINING TO THIS REQUIREMENT." REQUIRED CAPABILITIES The Contractor shall provide all personnel labor and support necessary to perform the following Administrative Assistant services. The Aberdeen Proving Ground office of the CECOM General currently requires one (1) Administrative Assistant for reports, letters, and other products of electronic means by utilizing Microsoft Office. The Administrative Assistant (1) reviews, edits, and formats products to ensure they are consistent with established Army templates and Army Regulations, specifically AR-25-50 Preparing and Managing Correspondence; (2) makes and implements suggestions to improve the visual appeal of the reports; (3) manages the distribution of products issued by the directorate to include notifications, letters and draft reports for comments (4) is able to complete all tasks with little to no supervision. QUALIFICATIONS • Bachelor's degree in English required. Master's degree preferred • Proficiency in Microsoft Office applications, including Word, Excel, Outlook, and Power Point • Ability to use modern Information Communication Technology (ICT) equipment: telephone exchange, computer, copier, printer, and scanner • Ability to prioritize and multi-task effectively in a fast-paced environment. • Fluency in written and spoken English • At least 3 years professional experience in an administrative or executive assistant position • Typing speed minimum: 50 Words Per Minute (WPM) • Experience utilizing AR 25-50 Preparing and Managing Army Correspondence As part of its submission, the Contractor shall provide 2-3 resumes of personnel nominated to fill the position identified above. Each individual resume shall not exclude 3 pages and resumes are excluded from the capabilities statement page count. Resumes shall include salary requirement. Vendors who submit capability statements without resumes and salary requirements will be deemed non-responsive to this RFI. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims. The Government will evaluate market information to ascertain potential market capacity to provide services consistent, in scope and scale, with those described in this notice and otherwise anticipated. SPECIAL REQUIREMENTS Personnel and Facility Security Clearances- All contractors must either possess an active secret security clearance or be in process for a secret clearance prior to beginning work with any data or systems related to this position. The applicable NAICS code for this requirement is 561110-Office Administrative Services, with a Small Business Size Standard of $7.5 Million. Responses are sought from 8(a) Businesses. Each respondent must clearly identify their business size in their capabilities statement. Interested parties are requested to submit a capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 10 pitch. The deadline for response to this request is no later 5:00 pm EST, 21 July 2017. Your response to this Sources Sought, including capabilities statement, resumes and salary requirements shall be electronically submitted to the Contract Specialist, Rebecca Peterson, in either Microsoft Word or Portable Document Format (PDF), via email Rebecca.j.peterson20.civ@mail.mil. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. No phone calls will be accepted. All questions must be submitted to the contract specialist identified above. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this Sources Sought.
