Description
MQR 1001 MQR 1004 This is a 15 day Synopsis for an upcoming solicitation that is estimated to be released at the end of July 2017. The requirement will be a 5 year Indefinite Delivery Indefinite Quantity (IDIQ) contract for the 162D712150 LH/RH Upper Speed Brake Panel Assemblies, 162D712170 LH/RH Lower Speed Brake Panel Assemblies, and LH/RH Deceleron Trim Tab Assemblies. This is not a request for a proposal just a notification of an upcoming Solicitation. RESTRICTED TO QUALIFIED SOURCE(S): Qualification package request for those contractors who are not already qualified. See FAR Clause 52.209-1. Award will only be made to an approved qualified source. The cage codes and names of approved sources are listed in the following table: 98747 OGDEN AIR LOGISTICS CENTER 76301 BOEING CO/MC DONNELL DOUGLAS CORP 29957 NORDAM GROUP, INC 3DPM2 KAMAN AEROSPACE CORP 26512 NORTHROP GRUMMAN SYSTEMS CORP Per FAR Clause 9.202 (e) the government reserves the right to not delay contract award in order to provide a potential offeror with an opportunity to demonstrate its ability to meet the standards specified for qualification. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Any capability statement will need to demonstrate to the government engineer how the source can manufacture/supply LH/RH speed brake components for the A-10 Aircraft while maintaining the quality of the part that meets or exceeds the government requirements. (See attached Qualification Requirements) Award will be made only if the offeror, the product/service, or the manufacturer meets qualification requirements at the time of award in accordance with FAR clause 52.209-1. The solicitation identifies the office where additional information can be obtained concerning qualification requirements are cited in each individual solicitation. The government has a complete and adequate tech data package available for qualified sources Duration of Contract Period: 5 years Anticipated award date: September/October 2017 Respondents are to specify whether they are large business, small business, small disadvantaged business, 8(a) concern, women-owned SB, Hubzone SB, Veteran-owned SB, or Service-disabled veteran- owned SB, and whether U.S. or foreign-owned firm. Electronic procedures will be used for the solicitation. All current and/or future information about this acquisition, i.e. solicitation, attachments, Amendments, Questions and Answers (Q&A's), etc., will be distributed through FBO, therefore, interested parties are responsible for monitoring this site to ensure they have the most-up-to-date information about this acquisition. All offerors wishing to be considered must be currently registered with System for Award Management (SAM) at www.sam.gov. All correspondence sent via e-mail shall contain a subject line that reads the synopsis/solicitation number and title of requirement. Note that e-mail filters at Hill AFB are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e.,.exe or.zip files). Therefore, if this information is not included in the subject line, the e-mail may not get through the e-mail filters. Also, be advised that.zip or.exe files are not allowable attachments and may be deleted by the e-mail filters at Hill AFB. If sending attachments with e-mail, ensure only.PDF,.doc,.docx, or.xls documents are sent. The e-mail filter may delete any other form of attachments. LH/RH Upper Speed Brake Panel Assembly (NSN 1560-01-652-6037 and 1560-01-651-3331) LH/RH Lower Speed Brake Panel Assembly (NSN 1560-01-592-3322 and 1560-01-591-4396) LH/RH Deceleron Trim Tab Assembly (NSN 1560-01-624-1128 and 1560-01-624-9367) Product Description The 162D712150 LH/RH Upper Speed Brake Panel Assemblies, 162D712170 LH/RH Lower Speed Brake Panel Assemblies, and LH/RH Deceleron Trim Tab Assemblies are components of the flight control system used on the 162D610010-1001 Enhanced Wing Assembly (EWA). These Speed Brake Panel Assemblies and Trim Tab Assemblies are not backwards compatible for use on 160D610010 legacy wings due to interchangeability issues with legacy Trim Tabs (160D712140-5/-6) and weight and balance differences at the Deceleron Assembly level. The Speed Brake Panel Assemblies are considered critical structure as they are a flight control surface which have a Critical Safety Item (CSI) designation. CSIs and other highly complex assemblies are source controlled items that shall only be procured from sources approved by the 416 SCMS/GUEAB Engineering group. These items shall be produced with requisite oversight in accordance with AFI 20-106. The Speed Brake Panel Assemblies and Deceleron Trim Tab Assemblies are flight control surfaces consisting of aerodynamic loft control surfaces. They contain metal bonded composite structure; primarily composed of aluminum skin/aluminum honeycomb sandwich construction. There are two high-strength steel precision forgings contained in each Speed Brake Assembly which will require extensive effort to oversee production in accordance with the required specs. The tooling required for manufacture and assembly may not be available to the Air Force and therefore additional tooling may need to be developed for this effort. These items will be used to replace EWA Speed Brake Assemblies when damage to existing/in-use items occur that is not repairable by field units. It is estimated that over the next five years a quantity of up to nineteen LH Upper Speed Brake Assemblies, eighteen RH Upper Speed Brake Assemblies, eleven LH Lower Speed Brake Assemblies, eight RH Lower Speed Brakes Assemblies, twenty-two LH Deceleron Trim Tab Assemblies, and twenty-three RH Deceleron Trim Tab Assemblies will be acquired for an estimated dollar amount of $4.17 M. Performance Requirements The Speed Brake Panel Assemblies and Deceleron Trim Tab Assemblies have to pass First Article testing. This includes an audit of all certificates to ensure that the appropriate procedures have been followed and that the correct materials were used. As part of the First Article testing, a dimensional inspection will be performed. In addition to the dimension inspection, a fit test will also be performed to verify the interchangeability requirements of the Speed Brake main hinge line and interface with the Deceleron Trim Tab Assembly. The Speed Brake Panel Assemblies and Deceleron Trim Tab Assemblies are sensitive to deviations in weight and location of the center of gravity. Parts submitted for First Article inspection will go through, and must pass, a weight and balance procedure to ensure compliance with construction methods and to ensure aircraft safety of flight.
