- Performance Work Statement The New York Army National Guard, located in Latham, NY intends to issue a sole source firm fixed priced contract to the California Training Institute, 1831 Quail Court. Saint Helena, CA 945747. The California Training Institute will provide training services to the 42nd Combat Aviation Brigade, New York Army National Guard. The California Training Institute will provide services between the hours of 0730-1700; 12-14 September 2017, As part of these services the California Training Institute services will include the following areas: Effects of Fatigue, Aeronautical Decision Making, Increasing Situational Awareness, Performance under stress, effects of arousal caused by stress, effects stress have on pilot/crewmember attention or diversion of attention, physiological responses to stress, and human factors. These services will be rendered at the Division of Military and Naval Affairs building, 330 Old Niskayuna Road, Latham, NY 12110. The requirement will be sole sourced to the California Training Institute in order to recognize an unsafe situation and develop solutions. This procurement is being conducted in accordance with FAR Part 6.302-1 and 13.106-1(b) (1) soliciting from a single source. The NAICS code is 611512 (Flight Training) and has a size standard of $25.5 million for this procurement. This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement and submit quotations no later than 12:00 p.m. EST, July 17, 2017 to: Richard.w.powell44.civ@mail.mil. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. However, responses to this notice will not be considered adequate responses to a solicitation. Determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. No Proprietary, classified, confidential, or sensitive information should be included in your response.
