Description
Project Background: The U.S Army Corps of Engineers, Buffalo District has a requirement to design and construct a new District Headquarters building at 1776 Niagara Street, Buffalo, NY 14207. This project includes design and construction of the new District Headquarters office building and any necessary demolition, renovation, new facility construction, sitework and infrastructure improvements within the District Reservation property. This project will consist of at least two contract actions. Contract #1 includes the demolition of the Warehouse/Garage (Building-5) and removal of the concrete slab, demolition of Building-7 (Shed) and demolition of Building-8 (former Guard House). It is anticipated this contract will be solicited in Oct 2017, awarded in Dec 2017, with construction completed by Aug 2018. The estimated magnitude of this contract is $250,000 - $500,000. The NAICS code is 238910 and the small business size standard is $15,000,000. Contract #2 includes the design-build work for a new District Headquarters office building with occupancy of approximately 300 persons. The new headquarters building is anticipated to be constructed where the Warehouse/Garage (Building-5) is currently located and will include professional office space, conference rooms, IT hub, mail room and other supporting space. The design-build RFP is being prepared in-house. This contract may also include: 1) Renovations to Building-2 for use as an Office Support Building (conference rooms, training rooms, other common use space) 2) An enclosed pedestrian walkway connecting Building-2 and the new District Headquarters 3) Demolition of Building-3 (Workshop) and Building-6 (Modular Temporary Office Building) 4) Renovations and/or demolition and reconstruction of Building-4 (Electrical Switch House) 5) Renovations and/or demolition and reconstruction of Building-1 as a new Warehouse/Garage The estimated value of this contract is $10,000,000 - $25,000,000. The NAICS code is 236220 and the small business size standard is $36,500,000. It is anticipated this contract will be awarded by 30 Sep 2018 with a period of performance of approximately 730 days. Market Survey: A market survey is being conducted to determine if there are a reasonable number of interested small business concerns to set these future projects aside. If your firm is a Small Business, Certified HUBZone Small Business, 8A, Woman-Owned Small Business, or Service Disabled Veteran Owned Small Business and are interested in either of these projects, please respond appropriately. Responses should include: 1. Identification and verification of the company's small business status. 2. Contractor's DUNs Number(s) and CAGE Code(s). 3. Documentation from the firm's bonding company showing current single and aggregate performance and payment bond limits. 4. Project(s) your company is interested in performing as the prime contractor. For example, Company X is interested in Contract #1 (Building 5 demolition), but only interested in Contract #2 as a subcontractor. 5. Descriptions of Experience - Interested construction firms must provide no more than three (3) example projects with either greater than 95 percent completion or projects completed in the past five (5) years where the interested firm served as the prime contractor. Each project must include the name, title, project role, e-mail address, and telephone number of at least one reference. References may be used to verify project size, scope, dollar value, percentages and quality of performance. Example projects must be of similar size and scope. If you are interested as a prime contractor for the design/build contract, the example projects need to be design/build projects and the AE firm (if separate from your company) must be identified by name, DUNs Number, and CAGE Code. A POC must also be provided from the AE firm (name, e-mail address, and telephone number). a. Projects similar in size and scope to this project include: 1. Contract 1: Demolition of buildings of at least 10,000 Square feet for Contract 1. Contract value at least $250K. 2. Contract 2: Design/build construction of new office space of at least 50,000 square feet or occupancy of approximately 300 persons. Contract value at least $10M. b. Based on the information above, for each project submitted, include: 1. Current percentage of construction complete and the date when it was or will be completed. 2. Scope of the project. 3. Size of the project. 4. The dollar value of the construction contract and whether it was design-bid build or design-build. 5. The type and percentage of the contract cost, excluding cost of materials that was self-performed as project and construction management services or physical vertical and horizontal construction by construction trade. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting; they must perform at least 15% of the cost of the contract, not including the cost of materials, with the firm's own employees for general construction-type procurement. Include the percentage of work that will be self performed on this project, and how it will be accomplished. NOTE: Total submittal package shall be no longer than 10 pages. Please only include a narrative of the requested information; additional information will not be reviewed. If interested in subcontracting opportunities rather than performing as the Prime Contractor on this procurement, please be sure to identify the feature(s) of work you are interested in and your socioeconomic category.
