Description
The U.S. Fish and Wildlife Service (USFWS), Contracting and General Services in Falls Church, VA intends to award a purchase order to the Government of Northwest Territories, 7 Forestry Drive, Norman Wells, NT, X0E 0V0, Canada to a qualified consultant to facilitate the operation of Willow Lake, NWT banding station for 2017 waterfowl banding activities. The Government of the Northwest Territories (NWT), Department of Environment and Natural Resources, collaborates with the United States Fish and Wildlife Service, Canadian Wildlife Service, and local tribal wildlife management organizations to band ducks at Willow Lake, NWT. This remote fly-in site is the northern-most active duck banding station in the NWT (65 degrees 14 minutes North, 125 degrees 25 minutes West). It is located within tribal lands belonging to the Sahtu Dene and Métis, a local indigenous population. With permission to access these tribal lands, we have established a banding camp and equipment storage facility on-site. Since 1995, we have banded 28,219 ducks, primarily mallards (44%) and pintails (36%). The Willow Lake, NWT, banding project meets banding objectives, complies with permitting requirements, reports banding data and produces an annual report in a timely manner. The contractor shall furnish the necessary personnel and services to allow USFWS Project Lead to conduct waterfowl banding activities at the Willow Lake banding station. Services will include the selection and hiring of 2 banding assistants from the local tribal communities and the acquisition of necessary materials to run day to day operations at the willow lake station, scheduling and acquisition of aircraft charters to deliver crew and supplies the willow lake banding site. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). All responsible sources may identify their interest and capability for this requirement by responding to this announcement. All proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
