Description

The Naval Air Systems Command (NAVAIR) intends to award a sole source contract to The Boeing Company to identify the non-recurring engineering (NRE) required to retrofit all Lots 1-7 aircraft, test aircraft and labs with the CDS-RM units. NAVAIR intends to negotiate and award the contract utilizing other than full and open competition pursuant to the authority at FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements". This effort will consist of the requirement to identify the NRE required to retrofit all Lots 1-7 aircraft, test aircraft, and labs with the CDS-RM units which will replace the existing Secure Network Server (SNS) units. The Contractor shall provide the following NRE: TACMOBILE Software, technical directives, technical manuals, and logistics supportability analysis reports. The period of performance of this effort is anticipated from contract award through July 2018. This notice of intent is not a request for competitive proposals. The Government will not consider any information submitted by interested parties in response to this Presolicitation notice.
