- Walter Reed National Military Medical Center has a requirement to procure a "Lumenis Ultrapulse Duo Laser with Scanner". The Government intends to procure this item on a sole source basis from Technical Communities, Inc. because preliminary market research indicates that only Technical Communities Inc., as the manufacturer of the item, can provide the required item because this item is unique in that it combines two laser systems into one instrument. This enables a health care provider to use a single system to do numerous procedures performed in the urology, gynecology, neurosurgery and general surgery dapartments. Additionally, the system has a pulse capability which allows practioners to perform targeted procedures at various depths, thereby making the surgery less intrusive and less damaging to muscle. This notice is not a request for competitive quotations and a solicitation for this requirement will not be issued. Prospective offerors are advised that, because there are no other known sources, the agency has authorized the procurement of this item under other than full and open competition under FAR 6.3. However, interested responsible sources may submit a capability statement for the agency's consideration in determining whether a competitive procurement should be conducted in the future for this item. A copy of the Justification and Approval will be posted no later than 14 days after contract award.
