- LSJ Letter Synopsis of Contract Award for Advantor Stingray Project, Ramps 11 and 12 Phase I The Air Force Test Center (AFTC), 412 th TENG, Edwards AFB, CA issued a sole-source contract to Advantor Systems Inc., to provide required services. The anticipated contract will be a firm-fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Advantor services. Award date was 30 May 2017. 16 DAYS DESIGN SITE VISITS - SENIOR SYSTEMS ENGINEER 4 DAYS DESIGN TRIP REPORTS - SENIOR SYSTEMS ENGINEER 8 DAYS DESIGN REVIEW OF GOVERNMENT DRAWINGS - SENIOR SYSTEMS ENGINEER 2 DAYS INTEGRATED SCHEDULE - PROGRAM MANAGEMENT 16 DAYS DESIGN PER DIEM 8 DAYS DESIGN TRANSPORTATION 16 HRS DESIGN TRAVEL TIME 16 HRS OTHER DIRECT COSTS (ODC) The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A). This authority is supported by an approved sole source letter (see attached letter). The applicable NAICS code is 334290 and the size standard, as defined by the U.S. Small Business Administration, is 750 employees. This synopsis neither constitutes a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government. THIS IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. The AFTC has appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather the Contracting Officer identified below.
