Description
The Naval Surface Warfare Center Panama City Division (NSWC PCD), Panama City, Florida intends to award a sole source firm fixed price contract to GE Aviation Systems LLC DBA Dowty Propellers Americas, 114 Powers Ct., Sterling, VA 20166-9321 for on-call engineering and technical support services for a 12 month period to be used by the Government to support repair process development and product improvement evaluations on LCAC Propeller System Components and Assemblies. Additionally the Contractor will be tasked with supporting recommendations for upgrades to the LCAC propeller and propeller support systems. This effort may be conducted in part from the Contractors facility in the United Kingdom. The contract will contain options for an additional four years of support. This acquisition is unsuitable for full and open competition for the following reasons: Provision of these services requires the use of proprietary Original Equipment Manufacturer's data that currently reside solely at GE Aviation. The propeller system was developed by GE Aviation at company expense and provided to the U.S. Navy's LCAC program under a competitively awarded subcontract from the program's prime contractor, Textron Marine Systems. As the propeller system components are proprietary to the GE Aviation, no other manufacturer has supplied these system components or design alteration data since the original contract. Thus, GE Aviation is the only source that can technically supply the required services because of their unique and in-depth knowledge of the LCAC propeller system proprietary design. Short notice specific tasking and expedited service delivery as completed will be required. Delivery will be F.O.B.
