- Fort Belvoir Community Hospital has a requirement to procure Preventative/On-call Maintenance for two laser systems. The Government intends to procure these services on a sole source basis from Alcon Laboratories Inc, the manufacturer of this equipment. Only the OEM can provide the required service because it owns the proprietary schematic diagrams, software and spare parts required for the maintenance. Also, only it possesses the proprietary troubleshooting tools required to analyze and assess performance problems. Further, required repairs can only be performed by the manufacturer's factory trained and certified technicians. Lastly, no other vendor could perform the work because of the prospective liability issues involved if the repairs were done improperly and any existing warranties on the equipment would be voided. This notice is not a request for competitive quotations and a solicitation for this requirement will not be issued. Prospective offerors are advised that, because there are no other known sources, the agency has authorized the procurement of these services under other than full and open competition under FAR 6.3. However, interested responsible sources may submit a capability statement for the agency's consideration in determining whether a competitive procurement should be conducted in the future. A copy of the Justification and Approval will be posted no later than 14 day after contract award.
