- SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE AWARD FOR MERCURY MONITORING EQUIPMENT MAINTENANCE SERVICES The Defense Logistics Agency Strategic Materials has a requirement to purchase maintenance and calibration services for the VM 3000/Tracker Mercury Vapor Monitor System. The system is located in the Mobile Mercury Transfer System facility at the Defense Logistics Agency Hawthorne Army Depot in Hawthorne, NV. DLA Strategic Materials Directorate of Contracting located in Fort Belvoir, VA intends to solicit and award a firm fixed price contract on a sole source basis to Mercury Instruments USA a division of ST2 Technologies, Inc. of Littleton, CO. The period of performance is a base year plus four (4) option years. This action will be conducted in accordance with FAR PART 12 Acquisition of Commercial Items, FAR PART 13, Simplified Acquisition Procedures, and FAR Part 15, Contracting by Negotiation. The North American Industry Classification System (NAICS) code for this effort is 811219, Other Electronic and Precision Equipment Repair and Maintenance, with a small business size standard of $20.5 million. The Government intends to solicit only with Mercury Instruments USA and to award this requirement under the authority of FAR 6.302-1(a)(2). The anticipated award date is no later than September 30, 2017. The prospective contractor must be registered in the System for Award Management (SAM) database in order to be eligible for award. This notice of intent is not a request for competitive proposals. There is no solicitation document. No Request for Proposals will be issued. However, all information received within fifteen (15) calendar days from the publication of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement for competition based upon responses to this notice is solely within the discretion of the Government.
