- SF18 Solicitation Information All quotes/responses shall be submitted via email to Maria Sproul at maria.sproul@navy.mil no later than 1:00PM Eastern Standard Time on 17 July 2017. Solicitation N0042117Q0238 is issued as intent to sole source. The Government intends to purchase on a firm fixed-price basis, and to solicit and negotiate the proposed purchase order on a sole source basis with Wind River Systems, Inc. for Wind River General Purpose Platform VxWorks Edition 6.9 Subscription Node Locked P/N: 535-166005 & 500-166004 & VxWorks Prodcution License Pre-Buy without Labels P/N: 540-183749, under the authority implemented by Federal Acquisition Regulation (FAR) by FAR Part 13.106-1(b). Offerors must be registered in SAM.GOV database prior to submission of an offer to be considered for award of any DoD contract. This may be accomplished electronically at http://www.SAM.gov. See Attached RFQ. This is a firm fixed-price procurement; therefore, the offeror's initial offer should represent the vendor's best quote in terms of price and technical acceptability. ***Basis for Award*** The Government intends to award this on a sole source basis. All interested parties MUST submit their capabilities and a quote no later than 1:00PM Eastern Standard Time on 17 July 2017. The Government will make a decision to consider other offers. A determination by the Government not to compete this contract based upon response to this solicitation is solely within the discretion of the Government. ***Instructions to Offerors*** Offerors must complete the attached certification in Section K of this solicitation, 52.209-11, Representation by Corporations Regarding Delinquent Tax Liability or a Felony Conviction under any Federal Law. Please provide the completed certification with your offer.
