Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Kansas City office intends to award, on a sole source basis, under the authority of FAR Subpart 13.5, with Woods Hole Oceanographic Institution for concept testing of molecular probes for the detection of microcystis (Cyanobacteria) with Sandwich Hybridization Assay (SHA) chemistry, to included technical support and supplies. GLERL has been given authority under a federal mandate under the recent Harmful Algal Bloom and Hypoxia Research Control Act (HABHRCA) legislation to detect and monitor harmful algal bloom (HAB) and toxicity in the Great Lakes for the NOAA Great Lakes Environmental Research Laboratory (GLERL) located in Ann Arbor, MI. A Sources Sought notice was posted on the Federal Business Opportunities (FBO) website on June 16, 2017 and closed on June 21, 2017. No responses were received. Justification for Sole Source Woods Hole Oceanographic Institution located in Woods Hole, MA 02543, is the only source of this item based on the company has developed Sandwich Hybridization Assay (SHA) chemistry to provide microcystis testing utilizing the ESP. The government would incur significant additional expense to attempt to re-create the already established SHA chemistry to allow for testing and detection of harmful algal bloom and hypoxia events in the Great Lakes.
