- AMENDMENT 01 to Solicitation NIHOF2017156 changes the delivery method for Technical and Business Proposals submissions. AMENDMENT 01 to Solicitation NIHOF2017156 changes the delivery method for Technical and Business Proposals submissions: 3.2.2. Authorized Official Submission of Qualifications 3.2.2.1. The TECHNICAL proposal must be signed by an official authorized to bind your organization and must stipulate that it is predicated upon all the terms and conditions of this RFP. TECHNICAL Proposals shall be typewritten with 12 point fonts, 1" top and bottom and 1" side margins, single spaced, and consecutively paginated. Charts, tables and/or matrices can be created in sheets not exceeding 11" x 17"; however, it is the Offeror's responsibility to ensure that all PDF copies are legible. The Technical proposal shall not exceed 50 pages. 3.2.2.2. The BUSINESS Proposal must be signed by an official authorized to bind your organization and must stipulate that it is predicated upon all the terms and conditions of this RFP. BUSINESS Proposals shall be typewritten with 12 point fonts, 1" top and bottom and 1" side margins, single spaced, and consecutively paginated. Charts, tables and/or matrices can be created in sheets not exceeding 11" x 17"; however, it is the Offeror's responsibility to ensure that all PDF copies are legible. 3.2.2.4. Proposal Delivery The TECHNICAL and BUSINESS proposals shall be delivered no later than 3:00 pm EST on Friday, August 04, 2017. The Offeror's proposal submission must be received no later than the time and date identified herein. A submission sent by email or facsimile will not be accepted. 1. Technical and Business Proposals ELECTRONIC Submission The Technical and Business Proposals shall be submitted via the electronic Contract Proposal Submission (eCPS) website at https://ecps.nih.gov. a. Proposals submitted by facsimile or e-mail will not be accepted. b. Follow the "How to Submit an Electronic Proposal" instructions provided on the eCPS website at: https://ecps.nih.gov/home/howto. [NOTE - Please note that creating an account to submit may take up to three (3) business days. Please apply for a new account early to allow enough time for the registration process.] c. Offerors are solely responsible for submitting proposals and any modifications or revisions so as to reach the Government office designated above by the date and time specified in the solicitation. If your proposals are not received by the date and time specified in the solicitation, the submission will be considered a "Late submission", in accordance with FAR Clause 52.212-1Instructions to Offerors - Commercial Items. 2. Creating and Naming Electronic Files a. Create Adobe Portable Document Format (PDF) files of your Technical and Business Proposals, including all attachments. The Proposals should be created in a PDF format that enables word searches to the maximum extent practicable. Forms and/or documents requiring signature(s) may be scanned, but must be merged into the Technical and Business Proposal PDF files. b. File naming convention: It is requested that the file names for your Technical and Business Proposals include the name of the Offeror, the solicitation number and the type of proposal. Example: XYZCompany_NIHOF2017154_Technical.pdf
