- (1) Action Code. Y - Construction of structures and facilities (2) Subject. CLRD Poudre Steps II (3) Description. USDA FS will award a single-award firm fixed price (FFP) contract for work including but not limited to excavation, construction of reinforced concrete, barrier rock placement and trail construction of the Poudre River Access Steps located at the Dead Deer and Indian Meadows Put-In sites. (4) Synopsis Period. 26 June 2017 - 11 July 2017 (5) Contracting Office Address. 2150 Centre Avenue, Bldg. E Fort Collins, CO 80526 (6) Product or Service Code. Y1PZ, Construction of Other Non-Building Facilities (6a) NAICS Code. 237310, Highway, Street and Bridge Construction (7) Set-aside Status. Women Owned Small Business (8) Proposed Solicitation Number. AG-82AT-S-17-0018 (9) Proposed Solicitation Period. Solicitation period anticipated from 12 July 2017 - 11 August 2017. All solicitation documents will be posted to FBO under the solicitation number at item 8 on or about 12 July 2017. The actual due date will be shown in the solicitation. This period is "proposed." (10) Site Visit. If a site visit is warranted, the Site Visit will be combined with the pre-proposal conference. See item 10a. (10a) Pre-proposal Conference. A pre-proposal meeting will be held. The current date, time and location is TBD. Check Section L of the solicitation to confirm the date and time of the pre-proposal conference. (11) Contact Point or Contracting Officer. Klenise Wallace, klenisewallace@fs.fed.us. All questions pertaining to this upcoming solicitation must be submitted in writing, via email to this contact. (12) Place of Contract Performance. This project is located along Highway 14 in the Poudre Canyon. There are two (2) sites to be constructed. To access the project, from north Fort Collins at the intersection of CR 54G and US-287 travel north along US-287 approximately 6 miles. Turn left onto CO-14/Poudre Canyon Highway and travel west approximately 13 miles (Dead Deer) and 29 miles (Indian Meadows). Larimer County. (13) Contract Type: Firm Fixed Price (FFP) (14) Contract Award Period of Performance. The anticipated period of performance is 90 days after the notice to proceed is issued. (15) Contract Award Date. On or about 25 August 2017 (16) Contract Award Dollar Amount. It is anticipated that the range price of this contract will be (FAR 36.204): Between $25,000.00 and $100,000.00. Contractor shall have the **bonding** capacity for the applicable eligible task order requirements. Bonding is not required for the parent IDIQ contract. (17) Contractor. TBD following evaluation of competitive proposals. One (1) contractor will be selected for single award. Contractor must have active registration in SAM IAW FAR 52.204-7. To register, go to https://www.sam.gov/portal/SAM/#1. (18) Additional Information. (18.i) Bonding is required for this contract. Offeror shall provide a bid bond with the proposal to ensure that payment and performance bonding can be obtained if selected for contract award. The payment bond is to be 20% of the bid price. If awarded, the performance and payment bonds are to be 100% of the award amount. Refer to FAR 28.102-2. This guidance is in accordance with FAR 52.228-1. (18.ii) Cutoff for Questions and Answers. The cutoff for questions pertaining to this solicitation is Wednesday, 9 August 2017 NLT 1300 MT. Questions must be submitted via email to klenisewallace@fs.fed.us and kmighell@fs.fed.us. Proposals are due Friday, 11 August 2017 by 1300 MT. Proposal submissions must include the solicitation number in the subject of the email(s) and contractor name. (18.iv) Tips for Submission. a.Read the solicitation carefully and ensure that proposals include all documents specified in Section L. b.Ensure all questions have been addressed prior to proposal submission. c.All sections are required to have title pages. An example will be provided for offeror reference in the Section J attachments. d.Proposal submissions must include the solicitation number and contractor's name in the subject of the email(s).
