Description
Notice Type: Request for Information (RFI) This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. Requirement: - MACH Alert Fire Station Alerting Equipment : Includes Primary and Alternate Configuration with four (4) dispatch licenses, Redundant Link Configuration, Fire Station Controllers, and Network Configuration. Included Text to Speech, Turnout Timer Display, Spare equipment and Networking equipment. Includes Installation, Programming, configuration, testing and training. - Information Assurance MACH Alert Fire Station Alerting Equipment (Brand: Motorola) Install and maintain a fully redundant MACH Alert Fire Station Alerting and Automation (FSAA) system in the Fire Department's primary and secondary emergency communication center on Kadena AB IAW DoDI 6055. This system will ensure required response times are met and provide additional assistance with locating buildings and nature of all emergencies. While also opening doors, turning on lights, and turning off appliances, improving Fire Station safety. This system will include: alerting interface controller, FSA server for system logging and configuration, two thin client licenses for integration with existing dispatch consoles, text-to-speech interface, integration with existing PA system and LED zone. The MACH Alert FSAA will be fully integrated with Joint Japan Land Mobile Radio (J2LMR) and MCC7500 and / or Centracom Gold Elite consoles. The contractor shall provide all personnel, materials, supervision, tools, supplies, equipment, labor, training and other items and non-personal services necessary to design, install, integrate and optimize the MACH Alert Fire Station Alerting and Automation (FSAA) in building 3489 and 739, Kadena Fire Department, Kadena AB, Okinawa, Japan. The contractor will ensure all manufacturers' recommendations will be strictly adhered to during the installation of the system. In case of an emergency, the contractor will be able to respond within 12 hours to support, troubleshoot or repair the new system. The MACH Alert FSAA system must meet the Uniform Building Code, the National Fire Protection Association's National Electric Code, and any applicable federal codes and ordinances. This system must include the MACH Alert FSAA redundant dispatch center hardware, manual or backup alerting, outdoor speakers, system health monitoring, alarm notifications, system acknowledgements and logging, GUI system security, zone based alerting, text-to speech options, station zoning (audio and light zones).
