- NOTE: All responses to this IFB shall be mailed to Western Area Power Administration, Rocky Mountain Region, P.O. Box 3700, Loveland, CO 80539-3003, ATTN: Eileen Ray. Physical Address for hand carried quotes/proposals/bids: Western Area Power Administration, Rocky Mountain Region, 5555 East Crossroads Boulevard, Loveland CO, 80538. The Western Area Power Administration, Rocky Mountain Region has a requirement for a contractor to provide all the labor, materials, tools, equipment, transportation, and other resources necessary to complete this project. The principal components of work includes; Furnishing and installing approximately 3.5 miles of the rerouted Estes “ Lyons 115-kV transmission line, removing approximately 4.5 miles of the Estes “ Lyons 115-kV transmission line, replacing approximately six structures on the Flatiron “ Valley 115-kV transmission line and replacing approximately two structures on the Flatiron “ Pole Hill 115-kV transmission line. All work shall be completed approximately 330 calendar days after the date of receipt of Notice to Proceed. The estimated order of magnitude is between $1,000,000.00 - $5,000,000.00. FAR Part 14, Sealed Bidding is being utilized for this requirement. The solicitation will be issued as a 100% small business set-aside. The applicable NAICS Code is 237130; Size Standard is $36.5M. The solicitation including specifications and drawings will be issued electronically at this site on or about 12 July 2017 at the following sites: https://www.fbo.gov and https://www.fedconnect.net. NOTE: the Buy American Act applies to the solicitation. Refer to FAR Clause 52.225-9 (Section I) and FAR Provision 52.225-10 (Section L) if any non-domestic material will be proposed. Bidders must identify any non-domestic materials (not manufactured in United States) included in their bid. Please check with your suppliers and subcontractors to verify whether or not their quotes include non-domestic material.
