- This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) number is N66604-17-Q-2852. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88. The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) has a requirement for the renewal purchase of AdaCore Technologies Software Maintenance and License Subscription. NUWCDIVNPT intends to issue a Firm-Fixed Price contract for the following purchase: AdaCore Software Maintenance Renewal and License Subscription for one-year consisting of P/N T25: Ada/VX6PPCWIN; P/N T25: Ada/VXPPCWIN; and P/N T25: Ada/X86WIN (Quantity 1). This procurement will be processed using FAR Part 13 Simplified Acquisition Procedures. The solicitation is a sole source procurement to AdaCore Technologies. Ada Core is the sole source provider of GNAT Pro, GNAT Pro tools and support maintenance and any upgrades to the GNAT Pro subscriptions. The software and maintenance renewals are proprietary to AdaCore Technologies. The Period of Performance for this procurement is from 29 June 2017 to 28 June 2018. The North American Industry Classification Systems (NAICS) Code for this acquisition is 541511. The Small Business Size Standard is $27,500,000.00. The Government intends to award a single FFP purchase order to AdaCore Technologies. This solicitation and any subsequent amendments will be posted to the FedBizOpps. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. The provision at FAR 52.212-1 Instructions to Offerors--Commercial Items applies to this solicitation. The provision at FAR 52.212-3 (ALT 1), Offeror Representations and Certifications--Commercial Items applies to this solicitation. FAR 52.212-4, Contract Terms and Conditions--Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. The provision at DFARS 252.204-7008, Compliance with Safeguarding Covered Defense Information Controls applies to this solicitation. Clause 252.204-7009, Limitations on the Use or Disclosure of Third-Party Contractor Reported Cyber Incident Information, and Clause 252.204-7012, Safeguarding Covered Defense Information and Cyber Incident Reporting, apply to this solicitation. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Offers for other products must contain complete product information and prices. The following addenda and/or additional terms and conditions apply: Defense Priorities and Allocations System (DPAS) rating of DO-C9 applies. Contractors must be registered in the System for Award Management (SAM) https://www.sam.gov/portal/public/SAM/ to be eligible for award. Instructions for registration are available at the website. Offerors shall include price, delivery terms, and the following additional information with submissions: point of contact (including phone number and e-mail address), contractor cage code and contractor DUNS number. Section 508 applies: 508 Compliant ID #708; Software GNAT Pro, VPAT-708; 36 C.F.R. § 1194.21 - Software Applications and Operating Systems. All timely offers will be considered.
