Description
Services to provide for the boarding, training, feeding, and facilitating adoption of wild horse and burros. IGF::OT::IGF This is a pre-solicitation notice. Background: Wild Horse & Burro (WH&B) ranging on public lands that are administered by the United States, Department of Interior (DOI) Bureau of Land Management (BLM) and the United States Forest Service (USFS) are protected under Public Law 92-195, issued December 15, 1971. WH&B populations on public lands shall be maintained to ensure a healthy rangeland and to promote healthy ecosystems. The BLM will perform periodic gathering and removal of animals to maintain healthy inventory levels of WH&B. The BLM WH&B Adoption and Purchase program seeks to place these animals with qualified adopters or purchasers. Providing trained animals makes it easier to place animals into private care. The contractor shall provide management, personnel, equipment and any other items necessary to perform feeding and caring, training, transportation, and adoption/purchase of wild horses/burros. The contractor will be required to: ¿Feed and care for up to 150 wild horses and/or burros ¿Facilitate Adoption/Purchases ¿Transportation (loaded and empty) ¿Training of animals using non-restraint methods ¿Event training demonstrations/clinics ¿Brand Inspections DOI BLM intends to issue a firm-fixed-price, single award contract for training/adoption services with a base and four (4) option periods. This procurement will be competed as a 100% small business set-aside under NAICS Code 115210, Support Activities for Animal Production with a size standard of $7,500,000.00. Performance will primarily be at the contractor ¿s facility with periodic travel to BLM adoption events. The contractor ¿s facility must be located in either the states of Nebraska or Wyoming and must be within 150 miles from Cheyenne WY. All interested vendors may submit a proposal which shall be considered by BLM. Solicitation L17PC00212 estimated issuance date will be July 14, 2017 with a closing date of August 14, 2017. These dates are estimated dates and may be adjusted dependent upon the official release of the solicitation. The solicitation will not close prior to the annotated closing date. No paper copies will be issued. Interested vendors shall access solicitation through FedConnect (www.fedconnect.net) and/or Federal Business Opportunities (www.fbo.gov) websites. Interested vendors are responsible for monitoring these sites for release of the solicitation package and potential amendments. To be eligible for contract award, vendors must complete Offeror Representations and Certifications and complete vendor registration on the System for Award Management (SAM) website at https://www.sam.gov//. ADDITIONAL NOTE: The PREFERRED method of proposal submission will be through FedConnect (www.fedonnect.net). Using the electronic response feature associated with this solicitation.
