Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as a Request for Quote and supplemented with additional information included in this notice. The solicitation number is VA268-17-Q-0149 for a web-based research protocol management system. This is intended to be a base plus 4 option years. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-71. The associated North American Industrial Classification System (NAICS) code for this procurement is 541511. The attached solicitation document contains all line item numbers, quantities, units of measure, descriptions of requirements for the items to be acquired, dates and places of delivery, along with other applicable specifications. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. The selected offeror must comply with commercial item terms, conditions and provisions, which are incorporated in the attached solicitation document. The full text of the referenced FAR clauses may be accessed electronically at https://www.acquisition.gov/far/. In addition, the offeror must review and acknowledge the attached solicitation document, item details, delivery schedule, and all other requirements, and agree to all terms and conditions set forth in the solicitation document. Quotes will be evaluated using Best Value procedures. Any questions pertaining to this solicitation must be submitted in writing to Contracting Officer @ linda.buccigrossi@va.gov by 11:00 AM ET on Monday, 7/3/2017 with the title Protocol Management Question in the email subject line, and will be addressed via an amendment to the solicitation. All quotes shall be submitted to the Contracting Officer by email at linda.buccigrossi@va.gov by 11:00 AM ET on Friday, 7/7/2017. No hardcopy proposals will be accepted, and late offers will not be accepted. Offeror must submit a cost proposal as a separate document. Offeror shall provide a narrative to address each evaluation factor. Offerors must present clear evidence of ability to meet or exceed all requirements of this acquisition. Offeror must submit: 1. Form 1449, including a completed cost sheet (page 13-14 of the solicitation) 2. A narrative addressing the processes identified in the Statement of Work, presenting clear evidence of the ability of vendor to meet the tasks contained in this solicitation. Specifically, the following items should be addressed: Offeror must submit: A cost proposal as a separate document, utilizing the attached cost sheet (Attachment 1) A narrative addressing each Evaluation Factor (see further information below), presenting clear evidence of ability to meet or exceed all requirements of this acquisition. Past Performance Information: Proposal must list up to three contracts of similar type, scope, size and complexity that are ongoing, or have been completed within the past five years. Evaluation: Evaluation will be based on Technical, Past Performance and Cost Factors. Technical and past performances, when combined, are more important than Cost. Commercial Items applies to this requirement. The Government will award a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation; will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price/cost, Technical, and Past Performance. All evaluation factors other than cost/price, when combined, are more important than cost or price. Evaluation will be performed as follows: Evaluation Factors Technical Proposal Submission The proposal must detail, in narrative form, the Offeror s technical approach for fulfilling the requirements and adequately address all aspects of the Statement of Work and deliverables, particularly section B., Specific Requirements. Offerors must display adequate understanding of the Governments requirement and the nature of the work to be performed under the prospective contract. The proposal must demonstrate the Offeror s understanding of the nature of the work to be performed, under the prospective contract. Management Approach The proposal must detail, in narrative form, the Offeror s management approach to fulfilling and managing the requirements and adequately address aspects of the Statement of Work and deliverables of management s approach to satisfying the requirements stated in the Statement of Work.. Quality Assurance The proposal must detail, in narrative form, the Offeror s quality assurance plan to support the requirements outlined in the Statement of Work. Cost/price Offeror must submit a cost proposal as a separate document and provide sufficient information for the Government to determine fair and reasonable pricing. Past Performance Proposal must list up to three contracts for products of a similar type, scope, size and complexity that are ongoing, or have been completed within the past five years. Proposal shall be evaluated based on submission of the required number of previous contracts demonstrating past performance. Offerors not able to submit the minimum number of previous contracts will be given a neutral rating. Interviews with previous customers may or may not be conducted. **Technical and past performance, when combined, are more important than cost/price.** The Government intends to make an award based on the initial quotations. If further questions are required, the contracting officer may contact the Offeror or Offerors. Award may be made without discussion. Award will be made to the responsible Offeror whose quotation conforms to all solicitation requirements, such as terms and conditions, representations and certifications, technical requirements, and also provides the best value to the Government based on the results of the evaluation A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
