- DESCRIPTION 1.1 ITA Office of the Chief Information Officer (OCIO) provides information technology services and solutions to all business units in ITA. OCIO's mission is: • To understand and support the ITA mission • To provide global technology resources within a reliable, secure infrastructure • To continually strive to respond to our customers' needs and improve products and services 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. BACKGROUND 2.1 Mission and Vision ITA currently rents a rack space in the Amazon Web Services (AWS) Data facility, the rack space provides a physical location for ITA's Internet Server Provider (ISP) router. This router provides a bridge between the AWS Virtual system in the Ashburn VA cloud facility and Internet Server Provider (ISP) Trusted Internet Connection (TIC). The connection between the ISP TIC and the AWS Cloud has to be a physical router. There are currently no systems (Virtual) that can provide connectivity between the AWS systems and the physical ISP TIC router. Without this physical connection ITA would not be able to connect to the internet through a mandated TIC connection and ITA servers and resources would not be accessible through the internet. OBJECTIVES 3.1 The goals and objectives of this requirement is to acquire a total of three years of Physical rack space (cabinet shared space) and fiber cross connection in the AWS Ashburn data center. 3.2 The purpose of this request for information is to identify qualified vendors that are interested and capable of providing the required services. REQUIREMENTS 4.1 The Contractor shall furnish Locked Shared Cabinet space, Fiber Cross connection and power for the facility for one year with a two-year option for a total of three years (the plan will be on a monthly recurring basis). The space will also include a Fiber Cross Connect (connectivity), and Power for 2 systems. The Rack space will provide a location for the CenturyLink physical router and switch which provides connectivity to the TIC and ITA AWS cloud. This requirement is to obtain rack space, Fiber Cross over, and power in the AWS data center for one year with a two-year option for a total of three years. See attachment. RESPONSES 5.1 Interested parties are requested to respond to this RFI with a white paper. 5.2 White papers are due no later than 11 July 2017, 12:00 PM EST. Responses shall be limited to 10 pages and submitted via e-mail only to Monica.Brown@trade.gov. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. 5.3. The white paper shall provide administrative information, and shall include the following as a minimum: A. Name, mailing address, phone number, fax number, and e-mail of designated point of contact. B. If equal product is proposed, a detailed narrative explaining how it can meet the requirement. C. Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 541519, Other Computer Related Services. "Small business concern" means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria and size standards in 13 CFR part 121. A small business concern for the purposes of this procurement is generally defined as a business, including its affiliates, averaging no more than $27.5 million dollars in annual receipts. Respondees are cautioned, however, that this is a general description only. Additional standards and conditions may apply. Please refer to Federal Acquisition Regulation FAR 19 for additional detailed information on Small Business Size Standards. The FAR is available at http://www.arnet.gov. SUMMARY THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide the services as described above. The information provided in the RFI is subject to change and is not binding on the Government. The Department of Commerce has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
