Description
REQUEST FOR INFORMATION (RFI) Carl Vinson VA Medical Center - Dublin, GA Konica Multi-Functional Device Lease and Maintenance Support INTRODUCTION THIS IS NOT A SOLICITATION. This is a Request for Information (RFI)/Sources Sought notice issued in accordance with Federal Acquisition Regulation (FAR) 15.201(e) to conduct market research. This RFI is issued solely for information and planning purposes it does not constitute a Request for Proposal (RFP) - or a promise to issue a RFP in the future. This request for information does not commit the Government to contract for any supply or services whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals and will not accept unsolicited costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested vendor s expense. Not responding to this RFI does not preclude participation in any future RFP, if one is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will NOT be returned. This announcement is based upon the best information available and is subject to future modification. BACKGROUND The Department of Veterans Affairs (VA) believes it has a requirement to lease brand name Konica Minolta Multi-Function Devices (MFD) for an existing Document Management System (DMS) that provides printing, coping, faxing, and scanning needs in support the Carl Vinson VA Medical Center (VAMC). The Konica devices required are model numbers C364e and C454e. The VAMC currently has a single contract to encompass a managed copier and fax program that consolidates copiers and fax machines used throughout the facility. In addition to copy and fax functions these devices have network attached devices that provide network printing and scanning capabilities. Carl Vinson VAMC has a current requirement to lease 11 MFDs with associated services such as installation, network configuration (including print-servers), training, maintenance, technical support, and relocation support. Brand Name Rationale: VA believes this requirement is limited to Konica or its authorized resellers due to technical and proprietary restrictions related to the servers that Konica currently supports at the Carl Vinson VAMC. The server is the network print queue server that also pushes the secure print, secure scan to home folder, and Stream Fax application to the MFD s, which are Konica supported. It is VA s understanding that procurement of any brand MFD other than Konica would be incompatible and inoperable within the existing server system. If this is incorrect, vendors are welcome to challenge this position and provide additional information for VA s consideration. Lease Rationale: VA believes it has a firm requirement to lease vice purchase MFDs as the result of market research which demonstrated a purchase to be marginally more expensive over time as well as significantly more expensive in the initial year. As such, and in addition to the fact that a 1-year appropriation must be used for this procurement, VA anticipates that the only performance period for this contract that could be considered is a 12-month Base Period with multiple 12-month Option Periods, where VA cannot guarantee that every Option Period will be exercised. Previous attempts to lease Konica MFDs for the Carl Vinson VAMC from small business resellers produced quotes containing the condition that, since this is a lease, VA shall exercise all option periods under the contract. VA cannot agree to such terms as it would represent an unauthorized commitment. Vendors are encouraged to either (1) submit information that would demonstrate a purchase to be in VA s best interest, and/or (2) submit information to demonstrate that a lease quote could be provided without a condition that VA shall exercise all lease option periods. If in responding to this RFI you believe another NAICS code should be applicable, please identify the NAICS code you consider appropriate for this effort, along with detailed supporting rationale. Please provide feedback on the brand name rationale explained above and, specifically, how/why VA is correct or incorrect in its understanding that this is a Konica brand name requirement. Please provide feedback on the lease rationale explained above and, specifically, (1) whether or not a lease is in VA s best interest, and (2) whether or not a lease quote could be provided by your company that does not contain conditions stating that the Government shall exercise all option periods.
