Description
Sketch Clauses and Provisions SOW Miscellaneous capabilities for ease in controlling a triaxial cell.This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The National Institute for Occupational Safety and Health (NIOSH) Spokane Mining Research Division intends to upgrade its controller of its 1,000,000-lb capacity Instron CGS Electro-Hydraulic Testing Frame, and in so doing, add expansive capability for a pressure confinement cell that can also be controlled, which cell has not been purchased, and will not have been before commission of this new controller. PLEASE SEE THE ATTACHMENTS FOR REQUIREMENTS OF THIS RFQ. This solicitation is being issued as a Request for Quote (RFQ) under solicitation number 2017-Q-67091 using FAR Subpart 13, Simplified Acquisition Procedures. Any incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95, effective January 13, 2017. Please refer to attached document for clauses and provisions applicable to this acquisition. CLIN 1: Controller for 1000-kip Options: CLIN 2: Sensor conditioning having more than 18 bits. CLIN 3: Miscellaneous capabilities for ease in controlling a triaxial cell. This requirement is solicited as a Full and Open Competition under NAICS code 334519 Other Measuring and Controlling Device Manufacturing with a small business size standard of 500 employees. The CDC intends to award a single firm fixed price purchase order for this requirement. The government reserves the right to award any, all, or none of the options under this requirement. The equipment under this purchase order will be shipped to Spokane, WA. Please ensure price quotations include any costs associated with shipping the supplies to this destination. To be eligible to receive an award resulting from this solicitation, the contractor must be registered in the System for Award Management (SAM). Offerors must include FAR 52.212-3, Offeror Representations and Certifications, with the offer or indicate if the offeror's Representations and Certifications are available online at SAM.gov. Offerors will be evaluated in accordance with FAR PART 13. A Firm-Fixed Price purchase order will be issued in writing to the successful offeror. This award will be made to the offer under the conditions found in FAR 52.212-2 Evaluation of Commercial Items with technical more important than price. Price quotations shall remain valid for ninety (90) days. No telephonic quotes will be processed. All prospective offerors interested in submitting a proposal must include the company name, mailing address, point of contact, phone number, e-mail address, DUNS number, and other information as required and contained in this announcement. Questions are due no later than 11:00 AM EST on July 3, 2017. All proposals must be received no later than 2:00 PM EST on July 7, 2017.
