- Attachment III - Past Performance Worksheet Attachment II - Request for Quote Worksheet Attachment I - SF 1449 Request for Quotes (RFQ) This is a solicitation for commercial items prepared in accordance with FAR Part 12, Acquisition of Commercial Items, FAR Part 13, Simplified Acquisition Procedures and as supplemented with additional information included in this notice. This solicitation will utilize simplified procedures for soliciting competition, evaluation, award documentation and notification that comply with FAR 13.5. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). The solicitation number is W91ZLK-17-T-0068. It is the Government's intent to award a firm-fixed-price purchase order. This requirement is set-aside 100% for small businesses; all qualified Contractors are encouraged to submit a quote. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The NAICS code for this action is 333413, with a small business size of 500 employees. The Army Contracting Command - Aberdeen Proving Ground (ACC-APG) on behalf of the Edgewood Chemical and Biological Center (ECBC) requires the purchase, installation and operational training of 20 each ceiling mounted circulation fans BRAND NAME or EQUAL to Big Ass Fans (BAF) Powerfoil X 3.0 for building E-4301, Edgewood, Maryland in accordance with the specifications listed in this Request for Quote (RFQ). Please see pages 4-6 of Attachment I for specific requirements. Contractor shall complete and return Attachment II - RFQ Worksheet and Attachment III - Past Performance along with their quote. The Contractor shall specify delivery and installation date estimates, unit prices, extended prices, commercial warranties and other deliverables, as required in Attachment I, with quote submissions. Quotes shall specifically address each requirement listed on this document. Partial quotes will NOT be evaluated by the Government. All equipment WITHOUT EXCEPTION must be new and any manufacturer's warranty information must be included. All submissions must be BAA Compliant and clearly annotated on the quotation. Delivery, Installation, and Training will be made FOB Destination to: Edgewood Chemical and Biological Center (ECBC) Aberdeen Proving Ground - Edgewood Area E4301 Edgewood, MD 21010-5424 Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors in accordance with FAR 15.101-2. The non-cost factors are the technical requirements (BRAND NAME or EQUAL), in accordance with Attachment I, installation date and past performance. The Contractor shall use Attachment III to provide past performance information for at least three (3) contracts, the same as or similar to this requirement, completed within the last five years. Use one copy of Attachment III for each contract referenced. The order will be awarded to the Lowest Price Technically Acceptable (LPTA) offer. The technical evaluation will be a determination based upon information provided by the Contractor. It is the Contractors responsibility to demonstrate that an "Equal" product meets or exceeds the identified brand name product. The Government is not responsible for locating or securing any information which is not identified in the offer. Any offers failing to provide the required documentation in accordance with this RFQ will not be considered for award. The Government reserves the right to make award without discussions.
