Description
This is a sources sought notice for the VA Medical Center located in Mountain Home, TN to determine the availability of potential sources, relative to NAICS code 541512 having the skills and capabilities necessary to provide intranet design and architecting services. This request for information (RFI) is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The contractor shall provide intranet design and architecting services at the James H. Quillen VA Medical Center located at the Juncture of Lamont & Veterans Way in Mountain Home, Tennessee, 37684. This is not a solicitation, but a request for information only to determine the availability of services and market pricing for the service requirements. The information provided may be used by the Department of Veterans Affairs, Network Contracting Office located in Murfreesboro, Tennessee as a requirement for intranet design and architecting services for the James H. Quillen VAMC, in developing its acquisition strategy and statement of work/statement of objectives and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information submitted in response to this RFI. Statement of Work for VISN 9 intranet creation and migration to Kentico CMS Overview VISN 9 is currently operating a hand-coded, nearly 11-year-old.NET intranet system that supports five facilities (and the VISN 9 office) and over 50 clinics throughout three states. Development of this site was performed mostly in Visual Basic. This project will focus primarily on Kentico Content Management System (CMS) installation and setup, migration of VISN 6 intranet files to VISN 9 servers, architecting VISN 6 intranet files to represent VISN 9 facilities, and migration of several web applications currently used in VISN 9 (document libraries and apps that pull data from SQL databases). Out-of-the-box CMS functionality and configuration must be used unless unavoidable. Project Note: Before starting this project, the vendor must study the current VISN 6 Kentico-based intranet, the current VISN 9 intranet, and new VISN 9 requirements. Server setup and configuration This project has three associated servers with a baseline configuration recommended by Kentico: Front end web server SQL server Development server A review and any necessary changes by the CMS business systems specialist is required to assure environment is properly configured for the CMS. CMS installation and setup Via remote desktop sessions supervised by the VISN 9 web manager -- the business systems specialist will configure and test the latest version of Kentico CMS. Active Directory integration will be performed in this phase. Migration of VISN 6 intranet code to VISN 9 servers Via remote desktop sessions supervised by the VISN 9 web manager the business systems specialist will compress VISN 6 CMS files and SQL database files and move to VISN 9 servers. After decompressing files, they will be placed in the VISN 9 instance of the CMS. The system will be tested to assure the environment is fully operational. Log files will be reviewed and any issues resolved to assure optimum performance and reliability. Localization of VISN 6 intranet code to represent VISN 9 facility requirements Although the master template and navigation will be consistent from facility to facility, each facility will have unique content requirements. Such items will include a custom banner, navigation, breadcrumbs, footer, and legacy functionality (reviewed on a case-by-case basis). Migration or re-creation of several web applications Legacy functionality may need to be migrated or recreated. Possible items may include document libraries and their associated functionality (search within doc library, sortable columns, alerts when content is added, etc.), tracking systems, policy repositories with alert features, employee lookup, etc. Each will be evaluated for migration to the new intranet or passed to the Regional SharePoint team for recreation. Enhancements CMS enhancements are required over the VISN 6 version of the site to better lock down permissions, improve front-end editor interface, and enhance customer experience. Testing All native CMS and custom functionality must be thoroughly tested before launch. Every effort must be made to not create new errors to previously cleared functionality with the creation of new functionality or configuration changes. If a previously fully functioning and error-free section of the site (or functionality) becomes affected by newly created functionality (by contractor), the government will not be liable for the hours necessary to repair section. The web manager will keep a spreadsheet of items not performing as expected. This log will be prioritized and provided to the business systems specialist for timely resolution. Launch / Post Launch The CMS business systems specialist will be present during all preparation for launch, during launch, and available for post launch issue resolution/consultation. Any issues will be addressed within 24 hours. Vendor will meet with site web manager no less than once a week to review bug lists, prioritize them, and remediate them within 24 hours. Work will be conducted via desktop sharing, provided by vendor, during regular business hours (M-F 8:00-4:30). The vendor must provide a means to perform desktop sharing sessions with client, such as Join.me.
