Template for RFI Response RFI Request For Information (RFI): Contractor Operated Stores (COS) Schedule 51V Hardware Superstore, expanded SIN 105 003 BACKGROUND The General Services Administration (GSA) is considering enhancing SIN 105-003 on the 51V Schedule to fulfill federal and DoD customer agency demand for Contractor Operated Stores. The expand SIN(s) would serve as a source for Government customers to obtain the products and services related but not limited to the complete operation of a Store, including Hardware Stores, Supply Stores, and Civil Engineer Stores. SIN 105 103 is being used for the expanded SIN. GSA has decided that the creation of a new SIN number(s) is not necessary. Proposed SIN: Contractor Operated Stores (COS) Includes: Contractor Operated Civil Engineer Supply Store (COCESS) Contractor Operated Hardware Store (COHS) and Contractor Operated Supply Store (COSS) or Virtual Contractor Operated Supply Store (VCOSS), including Hardware Store, Home Improvement Center, or MRO - Services which is All commercially available services typically performed in a Hardware Store. The store shall be located at authorized government facilities or provide a virtual solution to provide easy access for authorized individuals, and contain a wide variety of commercial and industrial products (i.e., items found in commercial big box stores, or other local lumber and hardware stores). The contractor shall have available all necessary labor, supervision, equipment, supplies, and materials to support a "one stop shop." Services including but not limited to a customer service center with access to a user ­friendly, state­-of-­the-­art ordering and purchasing system for non­-stocked items. The store shall stock high demand items for immediate purchase. If required the contractor shall acquire, issue, deliver, store, and provide a simplified method for authorized personnel to purchase a variety of quality material, equipment, parts, tools, and supplies for work orders, construction, facility maintenance and repair, lawn and garden equipment repair, and self­-help items for use by authorized government personnel. Contractor Operated Stores should have available: •· A full catalog of products available to offer in stores •· Labor to run a full service supply store •· Rental Equipment •· Facilities Equipment •· Industrial Equipment •· Capability to Source products •· Inventory management capabilities which could include systems •· Capability to integrate into customer payment/finance, ordering and inventory management systems. STORE ATTRIBUTES: The contractor should be able to: •· Acquire items from contractor's preferred suppliers. •· Provide current and accurate status of all orders (includes backorders) and items upon request. •· Advise customer on product/item return policy prior to purchase. •· Maintain electronic database and appropriate electronic and "hard copy" documentation. •· Provide an on base/installation customer-friendly store environment •· Presents a clean, organized, and systematic product identification, pricing, and presentation of merchandise and products of store stock. •· Store stocked items shall be easy to identify and locate. •· Issue and sell materials to authorized personnel. •· Provide competitive quotes on all non-recurring items based on available current market sources. Delivery of Materials: •· High-Demand Materials - In stock for immediate delivery. •· Other recurring and all non-recurring items •· Advise personnel/COR on status of items not delivered. •· Deliver large or bulk merchandise to authorized customers, upon request. NOTE: This SIN excludes Supply and Value Chain Management and Logistics Management and Support Services. SIN excludes the sale of IT Products/Services such as laptops, tablets, IT Services.
