Description
T he T ho m as J e f f e r son N a ti onal A c c e l e r a t o r Fa c i l i t y ( Je f f e r s on La b ) i s s e e k i ng sou r c e s to provide a Fixed Fee, Full Service HVAC Maintenance and Repair Services for the HVAC equipment and systems in the City of Newport News’ Applied Research Center (ARC) Building managed by Jefferson Science Associates, LLC under contract to the Department of Energy. The ARC Building is located at 12050 Jefferson Avenue, Newport News, Virginia. The building began operation in 1998. The term of the subcontract will be one base year with four (4) one year option periods for a potential maximum subcontract performance period of five (5) years. Scope of Services: The Subcontractor shall furnish all necessary management, supervision, labor, equipment, materials, transportation, and supplies required to provide periodic preventive maintenance (PM) and corrective maintenance (CM or repair) services to the ARC heating, ventilating, and air conditioning (HVAC) systems. Services provided are to maintain equipment in accordance with the original manufacturer’s design specifications, operational efficiencies, and operational capacities. All work done and services performed must be accomplished in a manner that meets all applicable original HVAC equipment specifications, trade standards and provisions or federal, state, and local codes and regulations. The Work of the Project consists of: 1. Preventive Maintenance: The Subcontractor is responsible for performing all preventive maintenance as required to maintain equipment in accordance with the original equipment manufacturer specifications and approved subcontractor prepared tasks and schedules. 2. Corrective Maintenance: The Subcontractor is responsible for performing all required corrective maintenance to enable ARC HVAC equipment and systems to operate within original manufacturer operational specifications. Water treatment and Controls are excluded and will be performed by others. Interconnecting piping and ducting is not considered part of the full maintenance work scope except for refrigerant piping. All related components associated with equipment (such as control valves, disconnects, starters, safety devices, pumps, etc.), piping up to isolation valves, and interconnecting wiring are considered to be within the scope of work. The equipment list includes, but not limited to, Trane packaged rooftop units, York Chillers, AERCO Boilers, Armstrong Pumps, Trane and Mitsubishi split systems, Tuttle & Bailey variable air volume boxes, and other equipment as listed in exhibit 2 of the Performance Work Statement Water treatment and Controls are excluded and will be performed by others. Qualifications and Staffing The Subcontractor shall · Have at least five (5) years of experience maintaining similar equipment within a “Full Service HVAC Preventive Maintenance and Repairs” type agreements · Be located within 75 miles of Newport News, VA · Be a registered, bonded, mechanical subcontractor, licensed by the State of Virginia · Assign only mechanics with Journeyman HVAC mechanic certification, minimum. HVAC mechanics that will have responsibility for the service performed under this subcontract must have a minimum of five (5) years verifiable experience. Contract award will be Best Value Estimated Magnitude: $50,000 to $200,000 per year This notice is not the Request for Proposal.
