- The USGS, Sacramento OAG, intends to negotiate a firm-fixed contract with CLS America located in Lanham, MD, on a sole source basis, under the authority of FAR Subpart 13.106-1(b), soliciting from a single source for the processing of telemetry data from the ARGOS satellite. CLS America is the only company authorized to receive and process Doppler-derived satellite tracking data globally from transmitters that have <0.5 watt output power utilized for tracking wildlife. CLS America is the owner of the satellite receiving equipment and has proprietary possession of the raw telemetry data received from deployed wildlife transmitters. CLS America provides the only access to the ARGO system which is critical to the success of the USGS telemetry program. CLS America is authorized by the Centre National d żEtudes Spatiales of France. The applicable NAICS code is 517919 with a SBA size standard of $32.5M. The anticipated award date is July 2017. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. No solicitation package will be issued. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. All responses received by 10 am PD on 22 Jun 2017 will be considered by the Government. All information submitted should support the offeror's capability to provide the items/services required, and shall be furnished at no cost or obligation to the Government. Responses must be emailed and must provide clear and concise documentation indicating an offeror's capability to provide these services/supplies.
