- The Department of Veterans Affairs, VISN 15 has a requirement to Renovate Building 15 for Research, Clinical, and Support Services located at the Kansas City VA Medical Center, 4801 East Linwood Blvd Kansas City, MO 64128. The general scope of work for the Project: The following Narrative is intended to provide an overview of the scope of work of the proposed project at the Kansas City, MO VA Medical Center: This project will renovate 12,060 sq. ft. of research space in building 15. The existing space will be opened-up for a modern layout to accommodate present day research processes and protocols. Antiquated fixtures and equipment will be removed and replaced with amenities necessary to operate a state of the art medical research laboratory. Utility system currently exposed to the workspace will be concealed behind drop ceilings. Room level climate control and an increased availability of standby power will be provided. The scope of the remodel of the 2nd and 3rd floor of building 15 will include but not be limited to, the following description is a courtesy and in no way absolves the Bidding Entities, General Contractor, Sub-contractors, Vendors, Testing Agencies etc. shall follow the complete scope as outlined in construction document sheets GI15-G-001-ED15-2/3-601, the Specifications labeled PROJECT MANUAL, For Construction, August, 2016, design analysis, calculations and all addendums, supplemental instructions, notes to bidders & Laws, regulations, edicts and dictates as they apply to the work. The 2nd and 3rd floor of building 15 is to be remodeled to create modernized research laboratory work & support spaces. This includes new finishes, specialty laboratory casework, signage, laboratory hoods, partition walls, doors & interior windows in accordance with A & I drawings and specifications. Lighting, electrical & telecom to be replaced in accordance with the E drawings and specifications. Fire protection to be reworked in accordance with F drawings and specifications. Plumbing feeders and drains to be replaced including deionized water distribution in accordance with P drawings and specifications. Mechanical piping & terminal units including valving and controls shall be replaced in accordance with M drawings and specifications. Existing below window radiators to be cleaned, painted and abated. The Estimated project cost range to complete this work is between $2,000,000.00 and $5,000,000.00. Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006, this construction project will be solicited as a Total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The North American Industry Classification Code (NAICS) for this procurement is 236220 (Commercial and Institutional Building Construction), with a small business size standard of $36.5 million. Contract Type: Firm Fixed. The duration of the project is estimated to be 285 calendar days from Notice to Proceed. This completion period includes final inspection and cleanup of the premises. Award will be made utilizing Best Value with Tradeoff Source Selection Process in accordance with Federal Acquisition Regulation Part 15. Proposal submission instructions will be included in the solicitation package. The government plans to award without discussions. The offeror is responsible to monitor and download any amendments from the Federal Business Opportunities (http://www.fedbizopps.gov) website, which may be issued to this solicitation. In accordance with FAR 52.204-7, Required SAM and in accordance with Veterans Affairs Acquisition Regulation (VAAR) 802.101, VetBiz Registration, prospective contractors must be registered in SAM and in the VetBiz databases under the applicable NAICS. Firms may obtain SAM information at http://www.sam.gov and VetBiz information at http://vetbiz.gov. The solicitation package with the specifications and drawings should be available for download on or about July 7, 2017, and the proposal due date will be on or about August 18, 2017. An organized site visit will be scheduled and specific date and time will be made available at time of solicitation issuance. Only one site visit will be scheduled and interested offerors are highly encouraged to attend. No hard copies of the solicitation or drawings will be provided; and telephone requests or questions will NOT be accepted.
