FBO ANNOUNCEMENT: PRESOLICITATION NOTICE ACTION CODE: PRESOL CLASSIFICATION CODE: 66- Laboratory Equipment and Supplies SUBJECT: NOTICE OF INTENT TO SOLE SOURCE: Hand and Foot Contamination Monitor SOLICITATION NUMBER: NB610010-17-03587 RESPONSE DATE: July 1, 2017 CONTACT POINTS: Erica Miller, Contract Specialist, 301-975-0642 Cory Worley, Contracting Officer, 301-975-3635 DESCRIPTION: The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed purchase contract, on a sole source basis, with Mirion Technologies (Canberra), Inc. for Sirius-5PAB hand and foot monitor and Sirius-5FSKPAB Frisker. The statutory authority of this sole source acquisition is FAR subpart 13.106-1(b). The hand and foot personnel contamination monitor (PCM) with state of the art personal computer (PC) based components, background corrections algorithms, and remote alarm notifications is intended for clearance monitoring for alpha and beta surface contaminations on the hands or the feet a person while standing in the unit. The monitor shall complete counting an individual's hands/cuffs and bottom of shoes in a one-step operation. The PCM shall alarm and notify the user if the contamination exceeds specified user determined levels. The contamination monitor is intended for clearance monitoring for alpha and beta surface contaminations on personnel leaving laboratories. A local area network (LAN) based software monitoring system is also a requirement to remotely monitor the functions of the hand and foot monitors, as well as the currently owned supply of contamination monitors. The NIST Center for Neutron Research (NCNR) Health Physics Division currently has a network of Canberra personnel contamination monitors which are used for detecting radiation on personnel. This network has been standardized throughout the NCNR facility. The software application that the network operates with has been developed and standardized for the use of all Canberra personnel contamination monitors. The personnel that will be using and maintaining the instrument are trained on its use and maintenance. NIST also has a stock of replacement parts that includes detectors and pre-amps that are direct replacements for the Canberra equipment. These replacement parts can be interchanged with the existing equipment for immediate replacement should the part become defective and minimize necessary repairs to the existing fleet of personal contamination monitors. The North American Industry Classification System (NAICS) code for this acquisition is 334519 with a corresponding size standard of 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations, however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by July 1, 2017. Inquires will only be accepted via email to erica.miller@nist.gov. No telephone request will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
