- SUMMARY: This is a notice of a proposed contract action issued in accordance with FAR 5.203(a). The Government intends to issue a solicitation and award one contact for the services described below. This acquisition is a 100% Women-Owned Small Business set-aside, as defined below. The Government will use the procedures of FAR Part 12, Acquisition of Commercial Items, for the acquisition. BACKGROUND: The Information Technology Research Branch (ITRB) of the National Center for Advancing Translational Science (NCATS) of the National Institutes of Health requires scientific and technical support for the ITRB Research Services Section at its main facility at 9800 Medical Center Drive, Rockville, MD 20850. The contractor will provide staff augmentation and materials in support of the Research Services Section. The Government intends to issue a solicitation as a 100% Women-Owned Small Business Set-Aside. The Government will select the proposal that is most advantageous to the Government in accordance with the basis of award included in the schedule. REQUIREMENT AND TYPE OF SERVICE The required support services will consist of labor tasks and materials supply in the following areas: - Laboratory management and support; - Laboratory automation and equipment support; - Automation research; - Scientific project and program management; - Cheminformatics, bioinformatics, computational chemistry and biology; - Scientific systems programming and research data management; - Scientific cloud computing services and engineering support; - Scientific research support. RELEASE OF SOLICITATION The Government will set aside the entire requirement for women-owned small business concerns. The applicable NAICS code for this requirement is 541990, All Other Professional, Scientific, and Technical Services, which has a size standard of $15,000,000 in annual receipts. The product and service code is R - Support (Professional/Administrative/Management); R499 Support-Professional: Other. The Government intends to issue a Request for Proposals on or about July 1, 2017. Proposals will be due 30 calendar days following release of the RFP. The Government will only consider proposals offered from responsible women-owned small businesses. The intended contract will be a time and materials with a 12-month base plus two 12-month option years, with place of performance in Rockville, MD. This is a new requirement; therefore, no incumbent information is provided. The anticipated award date for this action is around September 8, 2017.
