- RFI Answers Q & A's and additional Specifications SF30 Synopsis Federal Motor Carrier Safety Administration E.S. Muskie Federal Building Augusta, Me. The Edmund M. Muskie Federal Building was completed in 1966. It consists of a seven story tower and a low rise wing with a total of 113,470 gross square feet of space. The building houses approximately 360 occupants within the agencies listed above. The construction of the building consists of a pile supported steel frame, concrete slabs, and exterior brick and stone veneer supported by spandrel beams. The low rise wing houses the U. S. Postal Service Distribution Center and a Post Office. There are 13 loading docks on the western side of the low rise wing serving the USPS Distribution Center. The seven story tower houses various federal agencies. The site contains 3.73 acres of land and includes 230 parking spaces for staff and visitors to the southwest of the building and a short-term public parking lot to the east of the building. Synopsis: The contractor is to provide all labor, materials, equipment and supervision for the renovation of the FMCSA office space, to include the installation of security devices. Office Renovations construction to include, but not limited to:  Flooring: o Provide new carpet tile. o Provide new VCT tile. o Provide new cove base.  Paint: o Paint all perimeter walls. o Paint all door frames. o Paint all ceiling tiles and grid (Note: asbestos fireproofing is above the ceiling. The tiles cannot be removed or lifted up). o Cover and protect all furniture in space as painting progresses.  Miscellaneous: o Prep and paint all fan coil units o Rotate office desk by 90 degrees to the left o Provide for moving the furniture to install carpet and tile as needed. o Remove existing glass in the ultra-walls & install solid panels matching color and texture  Security Installation: o Install the security devices included in the FMCSA Security SOW. o Provide to purchase, install, and commissioning of a third party managed integrated HSPD-12 compliant access control, intrusion detection and CCTV closed circuit television (CCTV) system The Solicitation Package will be posted on FBO on or about June 1, 2017. Estimated Cost is between $25,000 and $100,000. This Procurement is 100% Reserved for Small Business. This solicitation does authorize the transmittal of offers, modifications, or withdrawals of offers through email. Please email a copy of your proposal to kimberly.gelly@gsa.gov with a cc: to kevin.morris@gsa.gov to be received no later than Friday, June 23, 2017 at 2:00 p.m., Eastern Daylight Time. Hard copy submissions are also acceptable, as prescribed by FAR 52.215-1(c)(1). No other means of transmission are acceptable.
