Description
The Bureau of Reclamation (Reclamation) is conducting market research for the Hungry Horse Radio System Project at Hungry Horse Dam. The Hungry Horse Radio system is to include antennas, antenna towers, base stations, repeaters, dispatcher consoles and stations, coaxial cable, leaky coaxial cable, interconnecting communications fiber optic cable and copper cable, power and grounding conductors, handheld and mobile radios, lightning protection, and redundant backup system equipment to be furnished and installed for a complete and new radio communication system. This is a design build project. The awardee will be required to design the system to meet the Government performance requirements, procure the equipment and install. The Hungry Horse Radio system shall provide reliable performance talk out and talk back within the facility and surrounding area. The magnitude of this construction project would be between $1,000,000 and $5,000,000. General Requirements: 1. Contractor ¿s system design/installation shall provide 90% VHF conventional land mobile radio (LMR) and UHF paging coverage. Such coverage shall include the Valve House (interior/exterior), Visitor Center (interior/exterior), Water Tower, Gantry Crane, Top of Dam, Spillway Control Structure, down river roadway, reservoir, Left and Right abutments, Transformer Deck, Powerplant parking lot, Vehicle Storage Building (interior/exterior), Gravel Storage Building (interior/exterior), Switchyard Building (interior/exterior), and Gauge Station (Latitude 48- 21 ¿23.68 ¿ Longitude 114-02 ¿16.29 ¿). Within all the interior areas of the powerplant, control bay, interior areas of dam galleries, adits, and elevator shafts. 2. The system design/installation shall be narrow banded, digital radio, 12.5 kHz channel spacing. 3. The system design/installation shall be capable of accessing the Montana Statewide Interoperable Public Safety Radio System (MSIPSRS), and provide direct and seamless communication with Flathead County Dispatch Center. 4. The system design/installation shall be capable of and incorporate AES & DES encryption as defined by the EIA/TIA 102 (Project-25) Standards. 5. The system design/installation shall incorporate a UHF paging component to the radio system. The paging system shall consist of a paging terminal with telephone access and shall support at least 250 pagers. Equipment Thirty-five (35) total portable radios. Thirty (38) P25 radios with DES and AES encryption Five (5) total base stations. Forty (40) Digital alphanumeric pagers with 4 line/84 characters display and minimum 36 total memory slots for incoming and saved messages. One (1) Encryption key loader capable of loading DES and AES encryption keys. One (1) Portable radio communication test system with spectrum analyzer. The intent of this notice is to identify potential offerors for the Hungry Horse Radio System Project. Interested offerors are invited to submit the following information: a. Statement of interest as a prime and/or subcontractor b. Construction bonding level, aggregate and per contract c. Point of contact information d. Size status and/or SBA certification program for NAICS 237990 e. Firm ¿s capability to successfully manage complex requirements f. Recent projects similar in size and scope This market research is for informational purposes only.
