- Oil analysis solicitation This procurement requires oil and grease analysis for the Maritime Administration's vessels. Please see solicitation and statement of work for all requirements of this procurement. All proposals are due at noon on July 21, 2017. Five paper copies of the proposal should be sent to: DOT Maritime Administration. Donald E.
