Description
For the purposes of market research, this is a Sources Sought Synopsis only. This is not a solicitation for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. There is no bid package or solicitation. All responses will be provided in writing via e-mail. No presentations will be scheduled. This sources sought is a follow up to a previous sources sought VA261-17-N-0422 posted to FBO on March 29, 2017. Because this is a follow up to a previously issued Sources Sought and because of the timeline for award of this requirement, responses are due by June 20, 2017. The Department of Veterans Affairs (VA) Network Contracting Office (NCO) 21 is seeking responses from Service-Disabled Veteran Owned Small Businesses (SDVOSB) with interest and current relevant qualifications, experience, personnel, capacity and capability to cloud based digital signage at the VA Palo Alto Healthcare System (VAPAHCS). The government intends to use this information to determine the feasibility of meeting agency socio-economic goals. The work will be performed at the VAPAHCS and all Community Based Outpatient Clinics (CBOCs) locations found at the following website: https://www.paloalto.va.gov/. The North American Industry Classification System (NAICS) Code is 541511 Custom Computer Programming Services, and the small business size standard is $27.5 million. The government anticipates awarding a single award IDIQ contract. Fixed price task orders will be issued by location. A draft Performance Work Statement is attached. This is a draft only. The required software is brand name or equal to Scala software platform. Interested SDVOSBs are invited to respond to this sources sought by completing and returning the response form provided with the announcement published on Federal Business Opportunities. If you are a verified SDVOSB or VOSB, please respond AND answer the following: Are you or a partner/sub-contractor an authorized re-seller of Scala software? If not, what is your proposed brand-name equivalent? Describe how it is equal to or better than Scala. Do you have system integration experience deploying projects of similar size and scope? Please describe your experience to include whether the customer was a commercial or government entity, dollar value of contract, how many locations were involved with implementation, and describe the work performed. Provide a sample cost breakdown for 1-location deployment in accordance with the PWS with the following: Planning (technical design, infrastructure)(include hourly rate) 6 55 Samsung displays Brackets and hardware for 10 55 displays 2 freestanding billboard displays 10 content players (4 government owned display screens) 10 encoders 6 brackets Content manager server and designer licenses Installation (include hourly rate) Professional services training, content set up, template creation, project management (include hourly rate) When completing your response, please respond accurately. NCO 21 will use this information to determine if there are a sufficient number of qualified SDVOSBs available to further set-aside the solicitation to meet agency socio-economic goals. If an insufficient number of qualified responses are received, NCO 21 may issue the solicitation as a small business set aside. Respondents will NOT be notified individually of the results of the sources sought. Please respond to this announcement by 2:00 p.m. Pacific Daylight Time, Tuesday, June 20 2017 by submitting an e-mail with an attached electronic copy of your electronic response to Nicole.do@va.gov.
