SOURCES SOUGHT NOTICE Multiplexed Transcription Factor Profiling of the ToxCast Compound Library This is NOT a solicitation announcement. This is a Sources Sought Notice only. The purpose of this sources sought notice is for market research purposes to determine if capable, qualified small businesses relative to North American Industry Classification System (NAICS) code 541715 (previously 541712 in the 2012 NAICS codes) ¿ Research and Development in the Physical, Engineering, Life Sciences (size standard of 1,000 employees) possess the capability to support the U. S. Environmental Protection Agency ¿s (EPA) National Computational Center for Toxicology (NCCT) Bioactivity Profiling of the ToxCast Compound Library requirement. Responses to this sources sought notice shall not constitute responses to any solicitation. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion. This sources sought notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Respondents will not individually be notified of the results of any government assessments. The Government ¿s evaluation of the capability statements received may factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small businesses, or any particular small business designation (e.g. SDVOSB, HUBZone, 8(a), SDB, WOSB, VOSB, etc.). DESCRIPTION The EPA is interested in continuing its evaluation of whether the approach of using cellular assays to define activity of compounds against a broad spectrum of transcription factor targets can be used to build methods prioritizing compounds for additional screening and testing based on predicted hazard and potential toxicity. The EPA requires a Contractor to use technologies aimed at profiling, in a multiplexed fashion, transcription factor activity in combination with varying cell lines and cell culture conditions when performing these services. Proposed assays may be either mono-or co-culture system, but each proposed assay shall address multiple transcriptional factor targets within a single well. CAPABILITY STATEMENT To help determine if this potential requirement may be set-aside for small business concerns, the government is seeking input from the small business community regarding their interest and capability in performing the tasks reflected in the draft SOW. The Government requests demonstration of capability by interested parties through submittal of capability statements. The government will evaluate the qualifications of interested parties based on their responses regarding capability of performing the draft SOW. Interested parties who can provide this requirement may submit a response to the following questions with a written qualification/capability statement no later than 15 days after the date of this publication. All capability statements must: 1.Not exceed six (6) single-sided pages in length. Excess pages will not be reviewed. 2.Be electronically submitted to the email address below by the stated deadline. 3.Include small business classification(s): (Small Business, 8(a), HUBZone, SDB, SDVOSB, WOSB, VOSB, etc.) 4.Address capabilities relative to the key task areas in the draft SOW, in particular: (a)Does your firm provide these assays and/or services to other customers? (b)Is your firm considered a small business, large business, non-profit, or other (specify)? (c)Which of the following statements accurately describes your firm (select all that apply)? a. 500 or fewer employees; b. 501 or more employees; c. Up to $12.0 million average annual receipts for the past 3 years; d. More than $12.0 million average revenue; e. Veteran-owned business (specify if Vietnam era or Service Disabled); f. Women-owned; g. Minority-owned. (d)Would your firm be interested in participating in a competitive acquisition for this requirement? If so, please provide contact information. 5.List references in conducting projects of similar size, scope, and complexity in the past 3 years. The intent of this sources sought notice is to determine if any small business(s) exist, and therefore, no solicitation (RFP) is available. The NAICS Code 541715 with a small business size standard of 1,000 employees is applicable. Consequently, any response failing to provide the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFP will not be honored. The Government intends to consider all comments and the responsive capability statements when developing its final acquisition strategy and resulting RFP(s). The synopsis, amendments and other information related to this sources sought as well as any subsequent procurement notifications will be posted on FedBizOpps and Fedconnect's website, at: https://www.fedconnect.net/FedConnect/default.htm.
