- The FAA has a requirement for software that assists in the creation, maintenance and management of building and facility engineering drawings, models and data over a building or facility s life cycle. The solution must include Computer-Aided Design and Drafting (CADD), Building Information Modeling (BIM) and Electronic Drawing Management System (EDMS) software licenses and maintenance; training; documentation; programming; and consulting support as per the Statement of Work (SOW) and specifications. Therefore, the FAA is conducting this market survey to seek potential sources capable of meeting technical and delivery requirements. Any vendor that believes it can provide these services is invited to submit a capability statement addressing its abilities to meet all of the requirements identified below and in the attached SOW and specifications. This is anticipated to be a one (1) year Firm-Fixed Price Purchase Order. At this time, the nature of any procurement that may result from this market survey has not been determined. The FAA may decide on a full and open competition or set aside all or part of an anticipated procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the Small Business Administration (SBA) for participation in the SBA's 8(a) Program. The Principal North American Industry Classification System (NAICS) size standard code for this requirement is 511210 Software Publishers with a size standard of $35.5M. All responses (one per company) are to be provided on company letterhead and limited to a total of 20 typewritten pages, excluding the SBA certification documentation (if applicable). No type font less than 11 point may be used. PURPOSE: This market survey is designed to provide information for the FAA to consider in choosing the method and type of procurement competition. The failure to obtain adequate and appropriate SBA 8(a) or other small business participation may result in a determination to conduct this procurement under other competitive procedures. CAPABILITY STATEMENT: All responders must provide a Capability Statement that addresses each of the following capabilities that are of concern to the FAA. These topics are to be addressed in the order presented below: a. Provide a brief description of your company's expertise and qualifications for providing the services requested. b. Affirmatively identify potential solutions/capabilities that meet all of the SOW and specification requirements. c. Identify products provided under previous industry and Government contracts that are similar in size, scope and complexity to this effort (including contract number and agency/organization). d. Affirmatively state that your company s solutions/capabilities meet National Institute of Science & Technology (NIST) Security Certification Requirements. REQUIREMENTS FOR EXPRESSION OF INTEREST: The FAA requires proof of documentation from interested service-disabled veteran-owned small businesses and from eligible socially and economically disadvantaged businesses that are certified by the Small Business Administration (SBA) 8(a) Program. In order to make this determination and to be considered responsive, the FAA requires the following information from interested vendors: a. Capability Statement - addressing the ability to meet all the requirements identified in the Statement of Work. b. Copy of SBA 8(a) Certification Form or proof of documentation from service-disabled veteran-owned small business (if applicable). ATTACHMENTS: a. Market Survey - Statement of Work b. Market Survey - EDMS Specifications DELIVERY OF SUBMITTALS All submittals must be received via email at brittany.ctr.owens@faa.gov no later than 4:00 PM (EST) on Thursday, June 29, 2017. Submission must include company Point(s) of Contact, telephone number(s), and E-mail address(es). NOTES: Electronic submission is preferred. Submissions must not exceed 20 pages in length for the Capability Statement. The electronic submission should be in either Microsoft WORD format or portable document format (PDF). Please note that the FAA e-mail server restricts file size to 10MB per email message, therefore, responses may have to be submitted in more than one e-mail in order to be received.
