Description
NOTICE OF INTENT The 42d Contracting Squadron, Maxwell AFB, AL hereby gives notice of intent to award a sole-source contract to College Options Foundation, Inc. 115 Lloyd Ave Tyrone, GA 30290-2126 to provide Academic Challenge Bowl Services. College Options posseses unique experience and capabilities as well as proprietary software to complete this requirement. There will be no written solicitation issued. This is an intent to purchase a sole source procurement under the authority of FAR 13.106-1(b)(1)(i). This will be a firm-fixed price (FFP) contract utilizing Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. If there are any other businesses that can provide these services, they must respond to this notice no later than 12:00pm, Central Standard Time (CST) on 27 June 2017. If no responsible, responsive notifications are received by the above date, a sole source contract will be issued to the College Options Foundation, Inc. The contractor needs to be registered in the DoD System for Award Management (SAM). Register via the SAM website https://www.sam.gov, and also be eligible to process invoices through Wide Area Workflow (WAWF). Register via the WAWF website https://wawf.eb.mil. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Any interested party may inquire with the below points of contact. Those capable of meeting the above requirement are requested to provide the following information in their response: A.) Current capability that demonstrates your company's ability to meet the above requirement, B.) Company name, point of contact, e-mail address, telephone and fax numbers, type of business and size, Cage Code and DUNS number. IMPORTANT NOTES: 1. Information submitted will not be returned to the respective respondents. Oral submissions of information are not acceptable and will not be accepted in response to this notice. 2. The North American Industry Classification System (NAICS) code is 611710, Education Support Services. Service to be provided: The contractor shall provide the expertise and deliverables to conduct a competitive academic competition consisting of three distinct parts, to include a Level I online game, a Level II online game, and a National Level Championship bowl/game to create a renewed enthusiasm for academics and prepare them for college entrance exams. This shall include complete logistical support for on-line preliminary academic and game competition rounds between AFJROTC units worldwide and all meals, lodging, transportation, supplies and logistics required for final, live championship round. The scope for this effort includes: • Design and maintain the online games/events • Provide online support during the Level 1 and Level 2 competitions • Develop a minimum of 400 questions for the Level 1, Level 2, and the Final live competition • Advertise events, deliver study materials, score games, communicate upcoming events and results of game outcomes and with the command to ensure they provide the geo-demographic mix and representation of what they need (e.g., standards, diversity) • Provide location representation and on-site visits at the National Level competition • Host a final in-person championship competition • Provide all travel, meals, and lodging arraignments for eight teams (4 students + 1 instructor and potentially 1 other chaperone) the second instructor/chaperone is only used if the team is dual gender for a maximum of 48 individuals, for the in-person championship competition • Provide lodging, meals, events management, safety, professional judges, scoring teams, talented professional moderators, three days of non-stop competition, local sight-seeing tours, evening events, awards dinners, trophies, scholarships, noted guest speakers for the in-person championship competition.
