- NOTICE OF INTENT TO SOLE SOURCE The Department of Veterans Affairs, Great Lakes Acquisition Center (NCO 12) intends to negotiate on a Sole Source basis with Hamilton Pacific Chamberlain, LLC to provide all labor, material, supplies, equipment, management and supervision to demolish current medical-grade oxygen storage area and construct a new medical oxygen storage area at VA Illiana Healthcare System (VAIHCS), 1900 East Main Street, Danville, IL 61832. Work is to be performed per drawings and specifications. The anticipated period of performance will be for thirty (30) calendar days, after issuance of the Notice to Proceed. This Notice of Intent is not a request for competitive quotes and no solicitation document exists for this requirement. The Government intends to award a contract consistent with the terms identified within this announcement upon the basis of the authority provided in 10 U.S.C 2304(c)(1) and implemented by FAR 6.302-1, only one (1) responsible source and no other source will satisfy the requirement. Unacceptable delays in fulfilling the agency s requirements would result given any other action due to current circumstances. Due to the unique prior experience and involvement of the current Contractor and the anticipated need for these services, the actions proposed within this announcement are justified. The Government will support the proposed actions by written justification and obtain appropriate approval prior to proceeding. Pursuant to FAR 5.203(a)(1), the Government intends to solicit and negotiate for the acquisition of the specified services five (5) days after notice appears on the GPE. Interested persons may identify their interest and capability to respond to the statements received within this timeframe. Any requests received after this date will be considered untimely for consideration. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability Statements submitted should demonstrate the offerors experience and expertise to provide the services identified above within the time frame required and without substantial duplication of cost to the Government. All offerors must offer the service, in their entirety, in order to determine whether to conduct a competitive procurement. The statement shall include business size; socioeconomic status, ability to self-perform work; layers of subcontracting; and any other information indicating a legitimate ability to meet the specific requirements. Statements should not exceed three (3) pages in length. Written inquiries must be submitted to Claude Humphrey at claude.humphrey@va.gov. No telephone requests will be honored.
