- The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511-3392, intends to award an Indefinite Delivery/ Indefinite Quantity contract with firm fixed pricing for Drink and Snack Vending Machines and Vending Machine Accessories for Navy Exchange Service Command (NEXCOM) using the policies and procedures of Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items and FAR part 13, Simplified Acquisition Procedures. This requirement is an amended version of previous RFQ # N0018917T0008, dated 1/20/2017 posted on NECO/FBO and revised for issue on 1/24/2017 using Amendment # 0001 will be solicited as 100% Small Business Set-aside. The NAICS code applicable to this procurement is 333318. The size standard is 1,000 Employees. Sources sought notice N0018916T0176 was posted on 06 May 2016. The small business professional concurs with the resulting acquisition strategy. NEXCOM requires Drink and Snack Vending Machines and Vending Machine Accessories for the different types and classes of Navy ships. The requirement is for a five (5) year ordering period. The contractor shall provide the requested drink and snack vending machines and vending machine accessories in accordance with the specifications stated in the attached Statement of Work (SOW). Prices for individual machines and accessories shall be for individual zones and estimated quantities. The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. THE SOLICITATION IS NOT YET AVAILABLE. Once available, the solicitation will be posted to this site Navy Electronic Commerce Online or (NECO). The Solicitation is expected to be available on or about 15 June 2017. The NECO website has a submit bid button next to the solicitation number. DO NOT use the submit bid button on NECO to submit a quotation. A complete RFQ package will be available by downloading the documents at the NECO Website as follows: http://www.neco.navy.mil or FEDBIZOPPS at http://www.fedbizopps.gov on or around 15 June 2017. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will NOT issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
