Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) The Request for Quote number is D17PS00563. (iii) This solicitation documents and incorporated provisions and clauses are in effect through FAC 2005-95, effective January 19, 2017. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. (iv) The NAICS code is 511210 with a small business size standard of $35.5M. Quincy Street, Arlington, VA 22203. 2.Background OHA exercises the delegated authority of the Secretary of the Interior to conduct hearings and decide appeals from decisions of the bureaus and offices of the DOI. We provide an impartial forum for parties who are affected by the decisions of the DOI bureaus and offices to obtain independent review of those decisions. Additionally, the office probates Indian trust estates, ensuring that the individual Indian interests in allotted lands, their proceeds and other trust assets are conveyed to the decedents ¿ rightful heirs and beneficiaries. OHA is led by a Director, who reports to the Assistant Secretary - Policy, Management and Budget through the Deputy Assistant Secretary - Technology, Information and Business Services. Headquarters is located at Arlington, Virginia, with field offices in the following cities: ¿Albuquerque, New Mexico ¿Billings, Montana ¿Bloomington, Minnesota ¿Oklahoma City, Oklahoma ¿Rapid City, South Dakota ¿Sacramento, California ¿Salt Lake City, Utah As a tool to complete the mission in the Probate Hearings Division, digital recording systems were purchased for the judges so the hearings could be recorded. The systems were portable as most of the hearings were held in remote locations. The field offices were responsible for maintaining their annual licenses and equipment. Today, headquarters will centralize the procurement and management of the software and licenses. Field offices will continue to maintain the equipment and upgrade the peripherals as needed. 3.Requirements The software should be user-friendly for non-technical customers, such as judges, attorneys and paralegals. The contractor shall provide enough licenses for 75 Government-owned laptops. It will contain the following features to meet our needs: a.Available for Microsoft Windows 7 and Windows 10 operating systems. b.Available for use on laptops and tablets, like Microsoft Surface Pro. c.Ability to record multiple audio channels, allowing for isolated audio channel feedback. d.Continuous recording for up to 12 hours. e.Ability to add text notes, bookmarks (cue stops), highlight events, pause/restart the recording, and provide speaker identification while recording. f.Notes can be exported in a text format. g.Ability to attach documents to the recording file. h.Automatic gain control and noise reduction for the clearest possible audio playback. i.A real-time alert that indicates the audio volumes have fallen below a pre-determined level. j.Confidence monitoring of the audio recording to allow for listening to the recording while it is being captured. k.Ability to play-back the recording, while at the same time, continue to record the proceedings. l.Record to a single file that contains all supporting documentations. The file can be re-opened and edited as needed until it is sealed. m.Digital audio files will be stored on the local hard drive, network drives, or other external drives, such as USB-devices. n.Automatic file saves to the computer and to a secondary device, such as an external USB device or network drive. o.File format should be industry-standard, such as MP3, for playback in several types of devices. p.Support multiple brands of microphones and mixers. 4.Deliverables The vendor will provide: a.License keys for 20 copies of the recording software. This will be installed from headquarters to remote laptops. b.Recording software to be installed on 75 laptops, with reference to a specific license when in use. c.Software needed to play the recordings to be installed on 75 laptops. The playback will include the entire file, including notes. d.Training on the software, via on-site or by webinar, for OHA users. e.On-going support and service. f.Product listing with prices for hardware components to use with the software. The microphones and mixers and other peripherals will be purchased separately.
