- This is a SOURCES SOUGHT SYNOPSIS announcement to be used for preliminary market survey information planning purposes only. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLIICTIATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community to include Section 8(a), Historically Underutilized Business Zones (HUB-Zoned), Service-Disabled Veteran Owned Small Business (SDVOSB) and Woman Owned Small Business (WOSB) to compete and perform a Single Stand Alone Firm Fixed Price Contract. The type of solicitation to issue will depend upon the response to this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The Government must ensure there is adequate competition among the potential pool of responsive contractors. The Medicine Bow Routt National Forest, Brush Creek Hayden Ranger District located near Saratoga, Wyoming has a requirement for work that consists of all necessary labor, supervision, equipment, tools, and materials to construct approximately 160 lineal feet of sanitary sewer force main, duplex grinder pump lift station, and 1000 lineal feet of 6" gravity sanitary sewer from the existing Town of Saratoga 8" gravity sanitary sewer. The existing onsite wastewater disposal system will be abandoned once the new sanitary sewer is connected to the Town of Saratoga. In addition, the project includes construction of approximately 1230 lineal feet of 6" water main, 4" fire services and 1-1/2" domestic services to three buildings onsite, two fire hydrants, and all taps, valves, meters, fittings, thrust blocks, and other appurtenances to connect the Forest Service site to the Town of Saratoga water distribution system. The primary area of work is located in the Town of Saratoga, Wyoming. The estimated magnitude of this contract is between $250,000 to $500,000. North American Industrial Classification (NAICS) Code applicable to this acquisition is 237110, Water and Sewer Line and Related Structure Construction. Small Business Size Standard for this acquisition is $36.50 million Prior Government contract work is not required for submitting a response under the sources sought synopsis. It is anticipated that award may be based on "Best Value" to the Government. The estimated solicitation issuance date is on or about June 30, 2017, and the estimated proposal due date is to be determined.
